As a pre-emptive post to your mega post- i pose these questions:
1. While your active tank will be amazing no doubt, it will still be very suseptible to alpha. Specifically dred alpha. With a full active tank fit- your EHP is going to be quite low. If you fit for full tank, then your projection / DPS will be negligable even in bastard mode.
This does not compute to me. In bastard mode, it becomes for the most part immobile for 80 seconds. This is an extreamly long time- and any ship can simply fly away from it. A curse could just sit 38K off it- and neut the ever loving hell out of the ship as well. throw in any neut ship for that matter.
2. Marauders are giong to be really slow, so they are going to be unable to nano.
3. They still have a HORRIBLE sensor strength out side of bastard mode, so get jammed by 1 EC-300 m8, or a certain caldari noobship.
Basically the marauders are going to go into bastard mode, and say come at me bro. Any one smart enought to stay out of heavy neut range is going to be perfectly safe from these ships. They have no way to reduce target transversal with their own speed, they do not have mobility, they do not have 90% webs. If you only see them as jumping into a gate camp ships- then fine. They might fill that small niche role. However see above if the gate campers are smart.
As for sniping platforms, sure- they are really good and will be able to trade blows with ships (due to self rep) but not being able to move while in bastard mode is a huge problem for them when it comes to engaging other fleets.
So whats left for these ships?
PVE? I can agree to this point that these ships have some great things going for them when it comes to PvE potential, but that is about all.
In the PvP arena, they will be nothing more than gimmicky.

1. 30% unpenalized resist, also you cant be webbed or painted for the dread while you coast with your 10x mass
2. They have an average speed of ~ 2k/s
3. They have many utility highslots for things such as large smartbombs that 1 shot ec-300s
4. You realize that our oracles spent much of their time crtl spaced to track things better?
5. You want to sit at 38k from a ship that shoots like a tracking bonused mach? Srs?
6. You sit a bastion golem anywhere on grid. It can tank ~ 10 oracles (these are not full tank fit golems). It can in turn, deal about 700 dps to any oracle within 249km of it.

The cerb is now going to be- hands down (other than the oracle) Best ship in game. Period. It is disgusting.
As for the marauders:
Control spacing is nice for a quick head shot yes- however, not for 80 seconds.
Also the ECM is still going to simply kill these shings.
2k/s is not fast in this meta. Phoon can just barely do it, and it is hitting 2.6 unheated.

Its not meant to be able to hold point on things, just to drop onto a gatecamp and get them engaged while you bring in support from 5-10 jumps away.

More than twice as well as a mael. It has the same shield boost bonus, a non stacking penalized 30% resist bonus, and some minor t2 resists. Its like 3x a mael

Should do the math on this, I bet you'll be getting 90% at least across the board. Non penalised does not mean +30 to all numbers, it means you multiply the remaining shield without resist by 0.7.
