Ironically, the reason my friends all decided to play 3s over gg when we started learning fighting games was some of the bull shit listed there. Specifically, my order sol abusing the charge burst and his 3 hit stupid about of damage (for newbs) super that is fully invincible through its startup.

I didn't list every invincible move, I just listed which ones start a combo (incidentally I forgot ABA c.S which KILLS YOU on hit).
Oh wait that's all of them. Oops.

Ky upper-body invul 6P isn't new and it isn't the problem (though tbh he has 2H, jK, jP, jS, VT, 1F jump airthrow, etc. for anti-airs anyways), the problem is a game that favors "oh just throw this out there" low-risk/amazing reward moves. The game certainly doesn't hurt for lack of anti-airs (neither does HnK, which mostly suffers from triangle jumps being nigh-unseeable and combos that instant kill and instant kills that combo).
Rushing down with Jam and don't know how to open up your opponent's guard? No problem, just do 6H to jack up their guardbar, get huge frame advantage, and if it happened to hit you probably win that round. Or you need to get in somehow but your movement sucks and you don't know how to approach people? Who cares, FB puffball your way in.
Slayer has an entire movelist's worth of low-risk/THEY DIE reward moves. K, 2K, 6K, anti-air P, 6P, c.S, f.S, anti-air 2S, 2H, 6H, 2D, jH, P Mappa... then of course high risk/THEY DIE HARDER reward moves like BBU, DoT.
Or look at Eddie, his stupid pet shadow has invincibility frames no for no good reason, which it most certainly doesn't need but hey Eddie players make good use of it.
May K and H go over lows which screws up a lot of people, since that's free pressure/combo for her. She also can just mash K to get out of throws, or do meaty K to CH people who for some reason try to wakeup throw May. May's H just kinda kills people in general, CH = you lose ahahaha and it's incredibly hard to punish on whiff (hitbox stays out for a long time, recovers pretty quickly). Of course May is just infamous for her H button- jH is a wall that will kill you if you try to fight it head on, 2H and 5H frame traps and counter-pokes are stupid good... only 2H could be said to be risky in the slightest, but all of those give huge rewards for moves you really don't have to think much about. Oh and her command grab is throw invincible, go figure.
Why Potemkin has an invincible, unblockable combo starter that sets itself up again is beyond me.

Then you look slightly lower on the tier list, and you see...
Ky has a bunch of low risk, medium reward moves. He has the 6P of the gods but doesn't really have a massive combo to back it up (though the combo off it ain't bad). CH 2H is really good, and a smart Ky player can get plenty of those. Fireballs are still good, all of his normals are still good, Ky doesn't really have to take a ton of risks... he just doesn't rape you for free on hit (though he jacks up guardbar decently so it still hurts).
Axl is like the fighting game version of a jump rope simulator. Don't jump at the wrong time or you lose. Still, he doesn't have to take a ton of risks, and forces his opponent to take big risks- though Axl tends to be more of a medium-risk/high-reward character. Having a really good 6P and a fast uppercut that trades in his favor (big combo off a lot of trades) helps by giving him panic buttons that are actually not huge risks, either.

Look a bit lower, it's characters like Sol who have high-risk/high-reward stuff (VV, GV, Wild Throw) or Robo-Ky.

If you look at the bottom characters, you have a character with high-risk/medium-to-high reward (depending on coins, meter, alignment of the stars) in Johnny, whose old saving grace of doing more damage than everybody just... doesn't happen 'cuz he does about as much damage (if not less in a lot of situations) as he always has, and everybody else does more.
You have Anji, whose invincible fairly low-risk "throw it out there move" doesn't really give him a lot, but short of his opponent giving him a perfect opportunity, it's that or he fishes for high-risk/low-reward stuff.
You have I-No, who doesn't actually have a good invincible move to just toss out... or really many good moves to just toss out and get results with. She spends most of her time throwing Chemical Love and notes from fullscreen till something sticks, then she maybe gets pressure that might connect. Yeah her mixups are still crazy (though still kinda risky) and her damage is pretty good (though same problem as Johnny, everybody else caught up and she got worse)... but the game just wasn't built for her to succeed (same with Dizzy, really).

This is the case at like, every skill level. Intermediate AC is dominated by randomly throwing out your invincible launcher better than your opponent does. High level AC has more movement and poking/zoning/spacing and stuff, but then it's like "oh here's a great place for me to just throw this out" oh it worked 70% combo, accentu core~

Yeah Rog is good, great offensive stuff, good safe rushdown stuff, a billion armor break moves, damage is good. Fun character, though not one I would play in SF4.

tbh I'm playing Sagat just to speed up my rise to "can beat people worse than me and steal games off people who are better than me" in time for a tournament this weekend lulz

CrimsonDisaster coming to a tournament near you.

From what I hear, Rog is really good and also fairly easy to play in SF4. I don't hear it in those words though, it's usually "fucking brain dead Rogs" and other such complaints ~

Rog is like Q on crack, minus the flashy combos, unless you count his ex overhead loop (don't even know if it's a combo :x). Edit: well, at least in my opinion command grab->ex dash->cancer kick is cooler than Headbutt->Ultra. Coming from 3S you can't go wrong with sagat or Ryu if you don't have interest in learning anything too new. I wish there was a character that played like Urien (gimmicky but playable), but so far Fuerte's the best match for me. Learning him was a real bitch, but seeing people's faces after getting HP loop off is priceless. Once console's coming out I'm getting that thing to 7 reps I tell ya.

Interesting Roboky discussion too. Venom's still my main, but I wanted to learn a rush down character so I'm still hovering around robo and I-no. I've already put a lot of time into I-no and I can get some games on decent players now, but Roboky's abare is hilarious. Lvl 3 pony into combo or random poke into 2HS frc combo is the shit.

I used to play Viper but it got too pricey to try to learn that kind of a character in a game I didn't want to invest a ton of time into when I was practicing GGAC and AH2, so yeah. I like how Chun plays and I was playing her for like a month, but general lack of time + general desire for big damage combos + tournament this weekend = stick with Sagat till SF4 console lolol
