NOOOOO Victreebel and Slowbro on my tracker in game. Start running around looking at all the rare spawn locations I learned via pokevision. Found Slowbro, one ball escape and gone. Victreebel was off the scanners by then  https://www.facebook.com/ign/videos/10153946196421633/

I have some questions about the tracker. I understand the closer it is to the front of the list, the closer you are physically to it. So if it swaps positions with something behind it, you're going in the wrong direction. Do they always appear close to a street, or can they be anywhere? Most streets are surrounded by homes/fences/inaccessible areas, so it doesn't seem reasonable to spawn pokemon in these places. Also what's the range limit for the tracker, I thought its supposed to be small (like 100 meters) but I was trying to find this Scyther and I swear I walked about half a kilometer and he was still showing in the list as nearby

could be anywhere. but generally somewhere accessible from the street due to scan radius (but even that has been reduced)
no one knows if the order of the "nearby" is in order of proximity. you pretty much need to run around like a headless chicken because that''s considered as fun by their CEO
also, pokemon (rare and common) would appear even if not on your nearby radar

they increased the flee rate and reduced capture rate as well. shitty 10cp karps takes a few balls and flees

What makes you think capture rate has been reduced? My own experience yesterday disagrees, and people on silphroad ran the numbers.
Flee rate definitely did increase, but (at least in my area) they also vastly increased the number of spawns. Where I work I used to see 3 spawns per hour and now it's 8! Top job. Maybe they increased flee rate to balance that out.
Also I'd like a screenshot of that 10 CP Magikarp running

I work at a mall that has 22 stops. Usually 4-10 are lured and all you ever get is Pidgey, Rattata, Spearow, Zubat and Drowzee's for 30 minutes. This is on top of the fact only Pidgey and Rattata are the only pokemon that mall ever spawns. It's an absolute garbage place to play this game unless you need more balls.

scavenging through forums, reddit and my own experience indicates an increase in the amount of pokeballs required to capture.
next time it flees i'll show you, i just had a 28 pidgey run.

it isn't really the flee rate that has gone up so much as the escape from the ball rate, flee rates were determined from the API I'm pretty sure

Yeah but they are tied together I think? Pokes only flee post breaking out of a ball really.
The way it is now is pretty annoying. Like I'm fine with wasting lots of regular balls on Pidgeys and stuff, but it still takes a ludicrous amount of them sometimes and you're still left with nothing the 40% of the time they flee. It's not even losing balls that's annoying, just the time you waste throwing 3-4 regular balls at a pokemon.
The big thing about it really is that when you get to 20+ regular pokeballs are more or less useless, but you make up >50% of the balls you get.
Ugh just had a 380CP Squirtle escape 7-8 Ultra balls before running. It's that sort of shit that people are complaining about and what really reduces the enjoyment of the game. Like yeah fine take up a bunch of resources and a few tosses, but 7-8 Ultras and THEN run away is pretty ridiculous.
If nothing else they should either:
Use PRNG on the capture rate so as you spend resources on catching a pokemon you actually have a decent chance at catching it.
Give candy for encountering a pokemon (i.e 1 or 2 for the counters, 1 or 2 for the capture) so even if a poke runs away you get something.
High escape rate would be fine if you goal was to capture 1 of something, but the way the game is structured (IV's, randomized moves, candy) you need many of each type so having only 40%-60% of your capture attempts work is pretty ridiculous.

I just had three pidgeys in a row go *poof* after throwing a ball at them, so the next pidgey I fed it some berries and threw an ultra ball and even got a "great" throw but it still didn't catch it! Luckily it didn't run away like the others and I caught it on my next ultra ball throw.

The sad thing is the tracker they have COULD easily work at least decently well. All it needs to do is drop pokemon when you get out of range of them (or they despawn) and the thing works perfectly fine as a way to find pokemon.
But instead right now to use it you have see a pokemon then constantly close & open your app to find out when they disappear from the tracker and when they're on it.
It'd actually be somewhat fun to have to manually triangulate pokemon based on just a binary 'on' or 'off' signal if you could do it without opening/closing the app. Well also the spawn time of pokemon combined with the radar distance is pretty dicey for actually being able to get to them in time, but you could just fix that by lowing the radar's range. Or just indicate in the tracker a clue of how long the pokemon will be around.

You definitely didn't get banned for using a tracker site.
But you still probably shouldn't use your real account to log in to those things.
It'll probably be a day or two before someone figures out a way to get around the Device Identification stuff and the maps all get patched.
