I suspect that they might just kinda do the moving horde mechanic (I'm not at all familiar with Warhammer, but I'm well-versed in TW) seen in Rome: Barbarian Invasion, where the greenskins just have an army, and can settle down where they want, while losing parts of their army. It worked in Barbarian Invasion, but I don't know if that would fit the game thematically.
Also, I wouldn't worry about the Wood Elves; DLC bleeding will probably be extreme in this title.

To be honest, I am into the DLC bleeding if the races are fully functional and had the depth of customization that they have in the table top game. Pimping out heroes with amazing weapons, selecting banners and mages with specific spell kits part of the joy of the game. If they sell me 2 new races for $20-$30 every 3-4 months, I won't mind at all. As long as we can all fight against them, it will be just like the table top game.
Edit: To be clear, this is only if the races are fully fictional and awesome. If they are just blobby reskins with stat adjustments, fuck that.

I wouldn't be surprised if it was also similar to the Rome 2 model, where the factions are actually in the game at first, but they make you pay to control those units.

Warscape from what I read on TW-center.
For the elves you could use a tons of models for all 3 races so it could be only 1 DLC and a quick one. Kehmri on the other hand... let's not even speak about chaos dwarves !

I was hyped until I didn't find a 40K tag anywhere. WH fatansy or Tolkien's fantasy, or any other fantasy... is just meh. Been there, done that.

I have a love with WH fantasy because it is Tolkien as if every scene was the cover of a heavy metal album. And the magic + hero combat was always the highlight of the table top game.

I expect - Four races for the initial prize, 1 more for pre-ordering the game(then of course locking it for everyone else, unless they pay extra), the rest of the races will be DLCs. Of course the game will be unfinished and unplayable at release... I hate the current state of gaming.

I don't really know much about "classic" Warhammer.
But in 40k.. Psykers (read Mages) are prone to get corrupted by Chaos because they draw into the Warp (the realm of Chaos) to get their powers... He looks like a Mage/Priest so he is a prime target for corruption by Tzeentch.
Read about it. WH40k lore is really something else... Orks aren't even "evil" in WH40k, they just like to brawl/fight... Chaos on the other hand is basically pure motherfucking corruption :D.

Ork's a pretty similar in the Fantasy, they just light to fight and use squigs for stuff. The elves are dicks, wood elves too. Dwarves are dwarves and humans use guns, fire and dumb hats to fight evil. And everyone has dragons because dragons are dope.

Reading from Tw-center it looks like the deal at the moment is that CA won't support modding with tools, not that there won't be any modding. Doesn't look good but it's not hopeless at the moment.

edit: btw i think some chaos factions are dlcs aswell. probably part of the pre-order dlc. since chaos and its 4 gods are easily split into 3 faction (dont think slaneesh could be an own army that would make sense). khorne,tzeentch and nurgle are so so different with so many special units that you could easily make 3 armies out of it. they are probably the pre-order dlcs like the greek states in rome 2. its funny because which antique faction everybody wanted to play in rome 2? OFC the spartans. but hey lets make them a dlc. same goes for chaos army fighting for khorne. khornes troops basically are the evil spartans of the warhammer world. seriously who doesnt want to lead an army containing elite troops like that on the battlefield + Show Spoiler +
