This is REALLY an area Valve need to work in. We get VAC auth errors in pro matches all the time causing super annoying waiting times of up to 15 minutes a lot (for example see FaceIT last night) and on the other side, VAC barely keeps any cheaters out from what it seems.
The absolute biggest problems with cheats nowadays is that its incredibly hard to tell if they're just stupidly good, or have wallhack or autotrigger. Sometimes its easier to tell in the replay, which is obnoxiously to go through, and by then its too late to even report them properly. I completely agree that Valve needs to work on it, but other than letting people report after the match (which might be a bad idea too, depending on how it works), I don't really see how.

Reporting after matches, get Overwatch out of alpha/beta stage, improve it (show the radar map, give reward in the form of pins/badges that you can level up with a quota of good Overwatch results) and improve VAC to increase VAC wave frequency. Those would be big steps in the right direction. Also, not putting the game on sale that much and actively fighting smurfing (by giving people the option to play with lower leagued friends in a seperate unranked matchmaking system or something) would go a long way I think.

or you just get hackers who blatantly shoot through smoke and walls after going 1-7, and their teammates don't kick him because they clearly need the win when it's going to get rolled back after he gets vacced anyway

I am an LEM on my main, but I have cheated to Global before on alternate accounts. As long as I didn't blatantly wall people or have no flash on, no matter how blatant I felt I was being, I was never convicted by overwatch. An LEM with aim assist is going to be almost impossible to convict, because their crosshair is almost always where it should be, and their aim will just look spot on.
The absolute easiest way to tell if someone is cheating is their crosshair placement- nobody who walks around looking at the ground has a 75%+ headshot percentage. Nobody. And if you watch anyone DMG and lower play, half the time their crosshair is sitting at knee level.
Quite frankly, I vehemently believe at my rank (LEM+) over half of the MM player base is cheating. Honestly I find most good players just don't play on the match making servers that often (and if they do, they're smurfing with shitty friends)... if you have good aim and game sense, the 128 tick servers on cevo/esea are just way more satisfying to play on.
On the cheating note, however, Cevo has become flooded with cheaters. It's exceptionally obnoxious, and has basically forced me into buying ESEA for the better anti-cheat.
EDIT; to answer presumptive questions: 1. Reason to cheat in the first place: I wanted to hit global to make fun of Nothing, and at that time, was never getting there on my actual skill. 2. Having what I deem as "responsive cheats" injected is pretty useful in matchmaking. I have found the easiest way to stop cheaters is to go even more blatant on them for just one round, to ensure they know that a cheat game will result in virtually zero fun for them. 3. Cheaters are the reason I never play matchmaking above nova rank, as even cheaters at that rank have horrible reactions and are easily killable. 4. I want to QQ about the drop in value of the ST USP Orion. 400 dollars to 100 dollars? Da fuck.

played a lot of 1.6 and just started getting into GO, second competitive game with 4 of my mates and we go against aim botters...is this prevalent?
it completely ruined our game as we are all relatively new to GO

Depending on your rank, there are quite a few hackers in regular matchmaking. It's absurd and one of the worst parts of the game.

I switch to ESEA because I am done with Nova1 "wunderkind"s who basically triple the second place kill count, insta headshot every round; and also smurfs because Valve is too lazy(ignorant and retarded) to put a proper casual 5v5 mode so people can play with their friends. My QQ is, it seems ESEA has no ranking system so I get demolished every game, every round I play which is not even remotely funny. Constantly I got decorated with the "most cowardly player" award every game and barely manage to secure 4th spot every once in a while. My point is, guys, I am bad. Seriously. Just put me a game with the bottom cleaner scrubs, I want to play with them. Is there a solution for this?

ESEA tend to be a nicer player base. Most of the shiity kids is filtered away. ESEA does have a ranking system, but it just makes both teams evenly good, not each individual player. ESEA can be hard for "lesser skilled players". Just keep playing and you may have an impact on the game

Got rekt again. It seems ESEA player skill level is too damn high so that i finished the game with 3-0-something while a few guy told me to go to MM. I couldn't manage to achieve a single 1v1 situation, get rekt by superior aim etc... I feel like as I am playing against a team of full cheaters. I think it i time to say goodbye to my ESEA dollars, eat the pride and smurf and hacks, go MM and try to be a lesser scrub in the end. The World doesn't offer me a proper CSGO matchmaking

have you tried Faceit or CEVO? ESEA is NOT recommended for people who are below DMG due to the fact that the average skill level on ESEA is very high (DMG is the first rank at which you wont just get blinded side by other players). Faceit and CEVO are better options for you since it's free and it's a 3rd party system as well so there is less incentive yet the skill level is more manageable for someone of your rank (since what happens is DMG+ plays esea, aks-nova play on other services until they are ready for ESEA)

Which one I should commit? Do you know the skill level status and what matchmaking provides, I mean can I play with similar skill leveled(GN1) opponents? And what about hack/smurf etc..?

These clients don't match you with players at your own rank, they will jumble up the 10 players on the server to try to balance the skill. It's not uncommon to have novas paired with globals.
The majority of the player base on client (cevo, faceit, esea) are above GN1 level, because it takes a certain skill level to really appreciate the added plus of 128tick servers... and for them to be aware of it.
Personally, I find the player base more friendly and lower ranked on cevo, so that would be my suggestion. Almost nobody smurfs on client, and quite frankly if you see a god-skilled player on cevo with sub 400 hours they are almost always hacking.
ALSO I completely agree, don't go to ESEA first. The player base has an average skill level way above everyone else. And while you will improve a ton playing better players, you'll probably quit out of frustration going 1-20 every game before you reap the benefits.

to add on to the faceit vs cevo discussion, the cevo client is quite a memory hog while the faceit client is all done in the browser. However, CEVO lets you pick and choose servers to join for pugging (so you can pick the server locations that best fit you and wait till the server gets 10) while faceit tries to match you up to the server that works for everyone. I think paid Faceit has actual matchmaking but don't quote me on that

Of the few CEVO and ESEA games I've played, I prefer the players on ESEA but I really like that for CEVO I can choose a Los Angeles server. For ESEA I keep getting Texas and Colorado servers. Performance is noticeably worse, even if ESEA is better overall.
