If he is combat and doesn't actually get significant amount of dps with that ilevel its seriously just a few simple problems probably:
Lack of SnD uptime(DL an addon for this if needed that shows it in the middle of your screen), using addons(either Weakaura's, Assassin timer or w/e) can make your life a whole lot easier.
Blade Flurry is off for some reason
Poisons are forgotten for some dumb reason
Bandits Guile is not taking advantage of properly, if he has anticipation then he should stack CP till 8-10 and when Guile goes pool energy and CP to evis.
Using Killing Spree/Adrenaline Rush at high energy level and as such energy go over the cap.
Another thing to note is that melee in heroics absolutely is fucking atrocious with the amount of aoe/random ass shit going, make sure he has Shadowstep and Sprint on easy keybindings and use them often to move around, moreover tell him to zoom his view out as far as possible, this makes it WAY easier to spot aoe stuff incoming(e.g a Wind Wall or an UBRS drake)
really all I can say because combat is not really a very complicated spec.(its fucking braindead tbh). This shouldn't be a gear problem.
As for BoE epics, managed to get a plate helmet from a salvage crate, sold it for 55k and bought myself a nice trinket for 20k.

I play both combat and subtlety and can say that on average during boss fights i can get around 17k dps (that's with the 15% buff you get in randoms). It can be as low as 15k during bosses with a lot of distractions (last guy in slag mines) or as high as 22k (Zaela in UBRS). My ilvl is 630 but I've got bad weapons (630+610 for combat, 620+615 for sub) and trinkets (620+615). If I had hc daggers for sub I'm sure I can easily get 20k on every hc boss. All in all I really like the place we are in right now. Might not be as op as hunters, but it's good enough to take you to the top.

I vary on DPS a lot in trash and some bosses as a rogue. In combat you can clear trash pretty easily but it only speeds up the instance so much if you can't kill the boss. I would focus more on a boss rotation as trash is just too skewed to care (unless you are doing challenge mode where you need to focus on clearing everything very fast).
On bosses I can be all the way down at 13k dps and up to 20/21kish dps in 632 gear. This depends on a lot of factors in the fight since a lot of them hate melee classes in general.
One thing to note that you as a rogue have vs the rest of the classes is you have a lot of tool set to reduce damage naturally and do objectives in fights. Cloak and feint are invaluable in mitigating damage that helps your group progress since you don't need more healing. Also Burst of speed is very very good in fights with objectives (Yalnu and 1st UBRS boss come to mind).
Don't worry too much about not toping dps meters right now. He should aim to be consistant of 16-17k buffed in a straight dps fight though if he doesn't have to move much, this should be easy to accomplish as he gets to 630ish gear in heroics.

Hmm, I kind of want to try challenge modes now. I tried just blowing my CDs and Soul Shards on trash and was able to keep ~20k DPS pretty easily. The problem is, obviously, timing it so that my CDs are up for bosses (and I have at least 3 shards). The thing that's really bothering me about affliction is how they've fucked up the Soul Shard system. Nightfall off Corruption procs is the ONLY POSSIBLE WAY to get them back in combat, so it's really RNG.

Anyone playing on eu horde and does challenge modes each day? Im having a hard time finding a group as a shadow because people are stupid.

anybody here on Frostwolf NA here? just got back after 3 years and there is nobody to play with  . I did see there is a TL guild on the guild finder, not sure if coincidence or there is a TL guild on frostwolf

If your dps can maintain 20k single target, you shouldn't hit a wall in CMs. It's just learning to do the fights as near perfectly as you can.
With some groups I've been with though, the dps is too low and you can hit a wall at a soft enrage.

Were some of the trinkets nerfed at random times at ilvl's 615 and 630??? A couple of them seem horribly tuned. I have like 2 choices for resto druid outside of 665 boe which is garrison mission trinkets or Skyreach/Grimrail.

Trinkets were horribly tuned in the first place, which is why Blizzard tuned some and left some, so they are still in bad shape but they're supposed to fix them. I don't really get it why they even changed from the mop model, stuff is clusterfuck right now and we'll see how they are going to fix trinkets now, hopefully for the better this time.

Yesterday by accident I found out that as a rogue at last boss in Iron Docks you can pop killing spree just before the big gronn throws you away, and you'll stay at his spot with no need to run. Unfortunately the 1st cannon barrage is uninterruptable so you need cloak of shadows and then evasion to tank the boss before the tank arrives. Might be useful for reducing CM time a little bit

Are Heirlooms gone from the game now? Cant seem to find any info on them. Im thinking about lvling up a monk from scratch...

They are still there, IIRC Blizzard wanted to make a heirloom tab but they postponed that.

Most are currently gone im afraid.
PvP heirlooms are still in the game
PvE heirlooms can be bought for Crusader Seals at the Argent Tournament on Northrend.
The other PvE vendors are gone because blizzard is working on an heirloom system and they will not return until that is finished.
No eta on that however, so i'm not holding much hope that they will show up prior to the next expansion.

You can buy them @ Darkmoon Faire too, that's coming up.

I've never seen a DPS that high (ever) and i can't do that myself with 2h frost (maintain for 2-3 minutes) with i630+ every slot but weapon, i'm speccing unholy today to learn the spec and test damage etc but doing 2-3 million damage as a melee at 20kdps, i'm nowhere close to that. The longer movement heavy fights like last one in UBRS where healer can't keep up if i take avoidable damage it's at like two thirds of that - but then, the higher raid damage is in general, the better the tank/healer is etc makes a huge difference as a melee, feels like sometimes in that situation where if i die then the whole encounter fails (so gotta be super careful and wait without damaging sometimes) and the boss takes forever to die and no cooldowns are left and DPS drops towards 10k, but other times stuff gets blitzed super super fast with a great group and i'm near 20k by the time it dies. I'm not doing max damage possible with the gear in either situation, but i don't think i'm that bad of a player and if there's a way to sustain 20k single target for an extended duration of time (like 2 mill damage), i'm really missing it right now
That does seem like an over the top number though, i've got Zaela down with no DPS higher than 10-12.5k by the end of the fight, it just becomes a huge fucking trainwreck on a lot of CM fights if you can't end them quickly enough

630 stuff is like three times stronger than the stuff around level 90. I forgot that you could even buy those weps and use them at 90 :D
I don't know what's up with heirlooms right now (my friend said they were a pain in the ass and something about argent tournament) but is there any heirlooms unlockable for 90-100? If not, how easy is it to get stuff for ~1-80, 1~85 and ~1-90 and how much bonus exp can you get?

I did hear from that friend though that leveling even without heirlooms was ridiculously fast. I kinda believe it, as i did the entire MOP expansion in about 3 hours while slacking. I was running dungeons, i did like 20% of one zone and 1/3'rd of another zone and i was literally just level capped because of rested experience and the huge nerfs to exp required
