What were they thinking? Very simple. $$, it has to release before the holidays.
They were thinking back in 2012 that PS4 was a good console, and it was for its time but now is 2020 and only CDPR itself knows how many times the development for this particular game was restarted from 0, and just how many iterations it went through internally. They definitely shot themselves in the foot with this game big time. Once your first wow wears off and you look a little under the hood, you can clearly see it is a half-baked, unfinished mess. Even some things as basic and most important aspect of any RPG - the main story - seems to have been hastily put together in the last 1-2 years, God only knows what happened in the previous 6-7 years. Nevertheless, yes it is a fun game. A bit daunting and shallow at times for open-world sandboxes, but still fun, and I can say with pride that *I* personally, did have fun playing it, despite all its' faults.
Let's just hope CDPR will learn from this not to announce anything so far ahead of release and/or not to do console releases at all. Or maybe do what consoles do? Platform exclusivety for a year then it comes to other platforms (PC)? They could very well say PC release 2020, consoles 2021.
I actually had one of these (but don't remember doing a timeskip) in "Violence"... Doing something diffrent for a while fixed it "itself" after some time when i went back to check if it was still broken.

Yeah, they simply should have delayed the console release. On PC, it runs well, if you have a decent rig. The design flaws (AI, balancing, activities) remain, but those are not game breaking. Nobody would have been THIS mad, if they had delayed console releases for one year. Just bad decision making. There would have been a minor shitstorm, but nothing in comparison to what is happening right now.
For PC players: Make sure your graphics drivers are up to date, Nvidia/AMD have released some further updates. After I've installed the latest drivers yesterday, I could increase some settings even more without losing FPS. I'm in Act 3 now, today I'm going to play all day. Mostly side quests, but also some sightseeing. I've played 40 hours now and haven't really been in some districts at all.
As for game quality: The main quest is done incredibly well. Yes, it's not an RPG, but the whole story and the mission design are fantastic. The mission where you have to take out the three snipers during the parade is pretty straightforward, but it looks and feels like something from a fever dream. There are lots of those moments. I admire the artistic vision behind this game.
Side quests could have been a little more diverse, though. Especially when it comes to storytelling. The Witcher 3 has set the bar incredibly high, though.
I think with releases and patches, the game will come into itself. I'm more into the lore of the game and will probably spend a solid chunk of it reading the shards. But for me, the game plays fine (outside the Panam questline where the fps spiked hardcore). I'm avg 75fps and it still plays amazingly well.
They will get the game on the right tracks, but until then, console players beware. I'm lvl30 street cred 40 with the main mission to go still. Been putting it off since there isn't any free roam and the game isn't long enough to justify a second playthrough immediately.

It was one of the most, if not the most, hyped games in the history of gaming. Not releasing all versions would be causing the same backlash and I dare to say - even bigger. It seems to me people don't realize how big the console market(it seems to me especially European players tend to underestimate it). It's one of the markets known to not pre-order and yet they created 41 %(IIRC) of the preordered copies! (3,5 m) Now tell those people they have to wait for a year while everybody will try to spoil the game to them from the PC release!
There wasn't any good solution to this mess in the November/December. They should have cancelled it way before, don't tell me this game was running fine a year ago...

About delaying it further for consoles: There would have been an outrage, but only if they had delayed it right before release again. If they had said "PC in 2020, consoles in 2021" in 2018 or even 2019, nobody would have been mad. It's those short term delays that made them look bad in the first place. (Covid also played its part, it had a huge impact on localization.) But the technical issues were 100% known, it's just stupid from a business perspective to actively lie to the consumers.
i'm up to the ponr (elevator) and i've pretty much done every yellow quest available (bar the ted fox gig which is bugged - he doesn't spawn). any reason to do the ncpd light blue quests outside of getting xp/street cred?
Got the perk reset mod. Also did the hack with the painting and it's legit. Gonna get my cash back up and then buy some legendary weapons/armor. First up are the legs. In the hack, he sits at the same machine and skips time. You could also just ride around to the different drop points and do the same thing while completing gigs. Either way, you can probably bank 100k in an hour if you want. Probably more.

V's relationship with Johnny can break the immersion quite annoyingly at times. One quest you're exploring Johnny's past and you become best buds and all's well and good. Then I pick up a different sidequest where we're suddenly shitting at each other again as if we're worst enemies. I don't really have suggestions on how to fix this other than locking certain sidequests behind other ones but they should've given this some more thought imo.
I don't know if it's specific to Panam's sniper rifle but it shoots through ALL the walls. I basically ping one guy, reveal where everyone is in the building, and headshot them all before I walk in. It's pretty silly.
Just finished the game. Someone previously mentioned it ends there and you don't get the open world - that's not true, it puts you back just before the last mission and you are free to do whatever you want.

Yeah and depending on the ending you picked, you get an item that is added to your inventory. Unfortunately I am yet to figure out what item I got from the ending I picked lmao, will be quicker to find out by looking online but then i'll probably spoil myself on the other endings. Add that to the list of issues this game has. After finishing a quest where I picked up 20+ guns and earned xp in various skills, it's kinda hard to check which reward you get at the end since all those pick-ups and xp gains are coming in one-by-one with a huge delay.
