Also you need to build your Uni in the center of your industrial zone for it to have full effect. Also reserve a large land for Uni since it needs some upgrade and each takes up quite a large area. | ||

But... I couldn't fill the tech 3 jobs at all, they kept saying my workers were unskilled. Although that might be related to wealthy ($$$) workers rather than education, I'm not entirely sure. You can definitely get medium tech without a university though. | ||
