There are a lot of 2D freeware games with obviously minimal system requirements that are quite good, e.g. Cave Story. That's just a popular example--there are many others.
I think with those specs you can play Super Street Fighter 4: Arcade Edition, just with graphics settings turned down a bit. It was released for PC this month (or was it last?), so there's still a good player base online. It's currently one of the most popular games in the genre, in case you wanted to play something a little more modern and relevant to the times.
The actual arcade machine hardware running that game is the Taito Type X2, which is essentially a Windows XP embedded machine with somewhat similar specs to your computer (graphics card a little better, but around that generation).
To be honest, just check out the next steam sale! They always have amazing stuff, and a lot of the games aren't too intense. Apart from that, I'd also check out Minecraft and Amnesia!
Figured I'd chime in since so many are saying 1.6 and Source since I'm new to both. Go into mainly servers for screw around games like deathmatch and minigames until you are able to understand all the jargon and be able to hit most shots because those FPS guys are total pieces of shit to new people who aren't very good. I recently joined ESEA and basically every 5v5 pub I go into I'm harassed because my skill level is low. Gotta admit I've been very disappointing with how people treat new comers to CS, they really say some of the most horrible shit I've seen on any multi-player game. For instance another guy who wasn't all that good last night was being told to go kill himself and that he was a piece of shit (although some public server games have admins who will kick those who cuss at all, just pick servers wisely I suppose). So just word of advice maybe turning off voice chat is best if you notice the ambiance is kinda bad in public servers. Anyways good luck have fun either way dude! ^^
I'm currently playing through Vampire the Masquerade: Bloodlines again. It's a great RPG with a dark storyline and tons of stuff to do/NPCs to interactwith. Lots of fun! If you go this route, make sure you download the unofficial patches, as the game is quite buggy in its out-of-the-box state. Great choice to kill some hours though, honestly, I've been completely enthralled with it since I started it a couple weeks ago. It runs of Valve's source engine, so if you can run HL2 you can run Bloodlines.
I also played through Westwood's Blade Runner last week, which is a point-and-click adventure remake of the cult favourite movie (surprise) Blade Runner! Now it's from 1997 and it was a bitch to get running, but boy... that game is as fucking stupid as I remembered. On second thought, don't play Blade Runner.
Other options... hmm... Red Alert 2 is a fun old RTS, and you can't go wrong with any of the games from the Civilization series either. Civ3 and Civ4 are my favourites, and they're turn-based strategies so even if they don't run super smooth, you're not gonna miss anything!
Warcraft3, If the game itself are too hard to get into for you you should definitively try the custom games some of the best mods ever exists in the Wc3 custom map community.
They are usually more noob friendly than the standard gameplay if you were wondering.

Gothic 1 + 2 (two of my favourite games of all time, great story, great atmosphere, interesting and challenging combat system, very rewarding character development)
!!!
i remember getting lost in gothic 1&2, even in gothic 2.5 "night of the raven" world for some month i loved the voice acting, _everything_ is spoken in gothic, there are no texts to read. and i had to collect _all_ plants and crops, find every item, hunt down every monster, and very cheap in steam, only around $5
i too have a 1,8 GHz laptop, and i have gothic 3 installed there and it runs fine. so 1, 2 and 2.5 would be no match for it.
If you want to experience some RTS history, be sure to check out the C&C series. However, I would recommend sticking with the old-school C&C games made by Westwood, as C&C3 and onwards tend to be more intensive for systems (though C&C3 runs better than SC2).
C&C1, Red Alert, and Tiberian Sun are all freeware. RA2 still isn't freeware, but IMO it's the peak of classical C&C and is still one of the funnest RTS games that I've ever played, especially in regards to the awesome campaign. C&C1 and RA1 are pretty much the same game, but can prove hours of old-school entertainment if you can deal with the old, clunky UI and AI. Also, I think C&C games have some of the best in-game music ever made, thanks to the all-mighty Frank Klepacki.
Also, you should check out Battlefield 1942 and possibly Call of Duty 1.
BF1942 still has an active player community and has tons of epic games on all the time. In addition, BF1942 had an active modding scene with TONS of great mods out there to extend the game's replayability (such as Desert Combat and Forgotten Hope).
Despite the recent shenanigans of Activision, CoD1 is still a classic with a very memorable campaign and a very solid multiplayer (without any of the extra stuff that was added into CoD4 and later).
It is an open ended space trading/explore/war game. You start out with a small shuttle and trade or pirate or "quest" your way to larger ships. There are many factions in the game and several main storylines you are free to follow.
You can join the rebels and try to bring down the federation, join the feds and crush those rebels. the alien race, and many more.
This game has eaten more hours up then I care to remember. AMAZING

if you havent played this and can look over the now terrible graphics (which imho hurts 3d way more then 2d games) its one of the best games in its genre out there.
also even tho im sure it already has been mentioned but old rpgs baldurs gate 1/2, planescape torment, fallout or somewhat rpgsish jagged alliance all still are great to play. and baldurs gate / planescape torment are still the BEST rpgs games ever made .
Well, obvs everybody has said BW, but you have to agree with them. It's such a challenging game and you can improve so much at SC2 just by playing it and realising the importance of macro/timings. The campaign is also BADASS. I played BW when I had to use a crappy laptop, it was good fun (and challenging!) to run through the campaign again.
Diablo 2 is amazing too, as is WC3. In fact you could even probably play WoW on low settings (remember how old a game it is, it really doesn't need a great computer) if you want to risk addiction :D
I used to play this sim-city esque game called Pharaoh too, that was cool and quite different from the above. I believe there was a roman version as well called... Caesar? Not sure.
Free 2 play fps most popular fps in Korea and quickly becoming the most popular fps in all of Asia. Too bad Europe and America won't jump on board. I love this game compared to CSS. Around 12-15,000 players online at peak times.
