as far as bnet goes yes. However if you're anywhere near the top for ELL(MMR) you will run into a dumb amount of hackers, also search times can be horrendous. (20-0 can leave your cpu on overnight come back and still be searching for a game).
However if you're anywhere near a casual level of play I would recommend it, should have a good experience.
I bought it yesterday, and still pretty confused by the mechanics and whatnot.. I haven't been able to beat an easy computer yet! :3 It's fun though. I really enjoy the style of everything and the graphics look great to me.
A blog that might come in handy if you're trying to learn. A lot of good information in there.

No wonder.. I was trying to macro hard and mass up. That's why the food cap is 100. >_>
I recommend mechcommander 1, which were released for free by Microsoft several years ago. Personally I been feeling nostalgic and replaying mechcommander gold the past week.

UT99 is superior in every way, especially on a not-as-good computer.
I beg to differ. UT2004 is far and away the best UT game. UT99 is good, but suffers from poor lighting and the polygonal graphics aren't as crisp. UT2k4 offers better visibility, better jumping mechanics, more HUD options, and the weapons are tweaked in a way that just "feels" more comfortable.
His system should be able to run UT2k4 with everything maxed out or however else he wants it, so the part about the not-as-good computer doesn't matter.
That being said, if you really want to play multiplayer style FPS, Quake Live is really the only way to go
Neverwinter Nights, Half-Life, Master of Orion 2, Morrowind, and Age of Empires II are all excellent games for that machine. KotOR series is pretty much a must play too, if you haven't already.
