Frame stops, freezing, disconnects, and all kinds of latency problems almost killed the USF4 scene on PC. This was a result of migrating the game away from Games For Windows Live. Granted, GFWL was a titanic piece of shit whose demise was long overdue, but this forced Capcom to move over to Steam's API for peer-to-peer play. This did not work out too well. Turns out the netcode was not set up properly on Capcom's side to work with Steam's API. The problem was a combination of the Steam matchmaking system causing long blocks on the process thread that handled it, and Capcom letting the main game thread handle the matchmaking. Capcom could have solved it by putting the matchmaking in a separate thread, but reworking the system would supposedly have been a major hassle. Capcom made a few tweaks to try and improve things, but it never actually helped. However, an employee at Valve recently took a look at it, and basically put together a quick fix on their side of things done specifically for USF4. It worked. Netplay is now as good on PC as it was back in the AE 2012 days, meaning it's the best netplay you are likely to get across all platforms and versions of the game. The PC version is the ultimate version of the game in all but player count right now, but hopefully the player count will rise a bit once word gets out that the netplay has been fixed. Currently the changes are only in the Steam beta client, and you will only notice a difference if both you and your opponent are using the latest Steam beta.
