I can see how playing Gief would make things end up super boring for you since every character has to play keepaway, I played Gief for a long time and found the same. Then I switched to Sakura and the game is all about frametraps, fundamentals, execution, a lot more possibilities. You might also want to pick an execution-based character like Viper or Hakan, someone who can take a while to really figure out. I'm trying to make the game fun for myself by forcing myself to play a different character, something which I have never done before :p
Oh no I completely understand that, the joke was that Guile is one of the most boring characters in the game =)

Some of his match ups can be quite fast paced. I think most people think hes boring because of the sanford vs dieminion phenomenon. Even then zoning battles can be quite entertaining, its just that many players play really conservatively. Daigo for example plays a very aggressive zoning game which never really gets boring.

From a spectator POV, Guile-Rose is pretty sick to watch when both players are bringing their A-game

Hell, since everybody else is posting info, go ahead and add me if you want. I know just enough about the game to know that I'm terrible, like probably high silver in SC terms. MidgetBeater on GFWL, TL name on Steam. Just let me know you're from TL so I don't wonder where the random friend request came from. I also have AE for 360 or PS3 but I basically never play those online.
For the last month+ I've been playing random select ranked so I know a little bit about every character. I similarly know basically nothing above beginner normals and combos with every character since I don't really put much lab time in. If you made me choose a main it's Juri (I have actually put time into her) but I really want to pick up DeeJay or Makoto. Gotta have those pocket top tiers (edit: as pointed out below I forgot my Kappa here)

Makoto might be like top 8 but pocket top tiers mean so little as a term. No idea about Juri and DeeJay.. You barely see them at tournaments anyway oO

makoto isnt high on the tier list, she suffers from the same problem as juri - characters that she has poor matchups against beat her in simple, fundamental ways that make the matchup waaaay easier to play as the other guy. when you see guys like haitani or v-ryu winning with her it's because they are fucking ridiculous at the game, and are mostly winning in spite of her shortcomings :p

Most characters are like your description beside the 5 or 6 top tiers characters anyway I feel. :o Still, I feel like makoto is worthy of " best 10 characters in the game" if you ask me. That's kinda large overall.

Personally, I don't like the idea of tier-lists that ranks how good characters are. The reason for that is because I think that a "bad character" in hand of the right player can be deadly. Dota2 example, most people wouldn't consider Meepo a top-tier hero, but a N0tail Meepo is one of the deadliest characters in the game.

The most recent tier lists for SF4 are actually done in a relatively intelligent way. There is a common understanding that SF4 is a matchup-based game where all characters have the ability to deal a lot of damage but may be disadvantaged against characters with defenses capable of neutralizing their playstyle. For example, Bison/Guile is 3-7 because Guile's projectile recovery is so fast and his antiairs are so good, whereas Bison's jump is very floaty. By compiling matchup-specific data, the tiers represent not who is the "best" character in the game, but who has the fewest disadvantageous matchups. It's not perfect of course because the sources, while generally trusted players, are still biased and may not be as accurate for unpopular characters (for example, Ultradavid is the only source for Hakan rather than someone who actually mains him and plays regularly). It's a lot better than the much-argued "S-rank, A+, A, etc." lists that used to pop up all the time and which appear for other games.
