PP is kind of like MMR/Elo rating which makes it pretty straightforward to understand. BP is a little trickier and more "grindy" and influenced by certain breakpoints (the letter grades). The amount of BP you win depends on the gap between your BP and your opponent's BP. When you start out at D, you never lose BP, you only gain it by winning. Once you hit C, you lose a little bit of BP when you lose, but still gain a normal amount when you win. When you hit B, you lose as much BP when you lose as you gain when you win. You can never downrank which means the rules for your letter grade apply until you reach the next grade. For example, if you hit B at 5000 BP, then even if you fall to 4000 BP you're still losing as much BP as you're gaining per game. Around the time you reach B, you're gaining as much as you're losing so in this sense it becomes easier to stagnate much like with PP, but PP still changes faster (at even numbers of BP you'll go up or down about 30 BP, but at even numbers of PP you'll go up or down about 60 PP).
Now what this means is that BP can be very easy or very hard to earn depending on the match. If you play against people with low PP but high BP (usually this means a player's "pocket" or "alt" character, the ones with 10,000 BP but only like 1500 PP) then generally that BP will be easy to get because he grinded his way up there. On the other hand, if you're playing someone who either is playing a new account but knows how to play or is really good with an alt character (these are players with like 3000-4000 PP but with BP 0-5000 or so) then you're probably going to lose a lot of BP because that player is legitimately good with strong fundamental knowledge.
One of the ways to get BP more reliably is to start using an alt character. Let's say you play at a 2500 PP level. In my experience, generally people will search "Quick Match"/"Same Skilled" because it's easy and it's the default matching option (I create all my own lobbies). If you keep playing your 6000 BP character while still being matched against other 2500 PP players, your 6000 BP is mostly going to stagnate. If you were to start a new character, BP is really easy to earn at low grades but your PP would go down because you'll lose more with a new character. So let's say that on your second character, you play at more of a 1000 PP level. If you were to switch back to your main character, you'd now be at 6000 BP 1000 PP and typically face players who are around a 1000 PP level so it should be a bit easier for you. Eventually you'll climb back up to 2500 PP on your main character, in which case you can switch back to your alt and drop your PP some more, then switch back again.

you are right, i mostly play against people between 2000 and 3000pp ("same skill") and what got me thinking and also annoyed me is that very many of those are in fact b+, which as mentioned seems like impossible for me. i have been grinding pretty hard, easily 250+ games between 2000 and 3000pp, all with the same character, with barely any bp progress, while b rank seemed so easy. picking up an alt might be a good idea, it's also kinda like losing pp on purpose, but at least it's a little variety and fun while doing so. losing in sf4 is a lot less frustrating than in sc2, because it's over fast.

Really? I feel like there's quite a few Ibuki's.
Ibuki is the #1 online killer, but she doesn't really see much tournament play because she's kind of a "vortex for dummies" character. I think she's way cooler than Akuma anyway.
Ibuki is really execution heavy.Her comboes are all 1 framers.Her vortex requires frame perfect setups.Her unblockables are very hard.Online ibuki sucks ass unless your opponent is totally clueless.
Having 1 frame links never prevented Rufus from being very popular tho.

Good news: Finally reached A-Rank on PC with a new personal best of 3850 PP Bad news: Lost like 900 PP after fighting the same Viper player like 30 times in a row.
I couldn't figure out how to win. If I got a combo into reset and stun, I'd have that round locked. She was just doing some random stuff though. Random burnkick pressure, random MP/LP thunder knuckles, HP TK or burnkick on wakeup. I wasn't able to get anything going from midscreen or do anything useful on her wakeup. She's so outside of the SF style of characters and it feels like you get a ton of mileage just by doing random stuff.

yea i hate characters who can do so much random, hard to defend specials and get away with it unpunished, but my personal nemesis would be adon and his jaguar kick >_<
A lot of Vipers stuff is actually really unsafe. It's just that it usually requires a very unusual punish. You can't really apply anything you know from other match-ups to her, so you actually have to lab your answers for all her shenanigans or you will be walked over.

I don't buy it. Her normals aren't very good but they're all cancelable. Burnkicks are insanely plus on standing block and even more plus on crouching block. MP TK is only -1. I've tried Sakura c.mk to get under burnkicks but it either doesn't work or the timing is really difficult, need to figure that out.

According to uryo (who plays both characters pretty well) the matchup is 8-2 in viper's favor
If you play sakura and you want to win, you'd better get a secondary character to deal with viper/adon/blanka/etc.

A friend of mine hops around on different characters and still owns me by playing reactive, and doing simple punishes. I'm especially having problems playing against his Balrog as his specials seem very safe on block and its possible to do it from half screen.
I'm hoping someone could possibly mentor/practice with me, and tell me what i'm doing wrong/ways to improve my play. Any tips will also be appreciated.

I've gone through those phases you're mentioning. Defensive play can be really frustrating if you play a character that likes to get in (I main Oni). You just have to be super patient and bait them into doing stuff as well. It's easy to feel hopeless and crack, going nuts and letting them punish you to death. For Balrog, if he's doing the full screen stuff you can learn safer spacing, and learn to block and react quickly either after the move ends (on block) or, if you're fast enough, with something that will knock him out of it (Does Spiral Arrow trade with dash punches? Or beat them? Ultra definitely will though! Practice the input/buffer it [Edit: It sounds like a lot of players say react to mid/far screen dash punches with Spiral Arrow, should beat it and give you a free set up]). I don't know Boxer super well so I'm sure someone can offer more specific pointers, but I would have to assume that his heavy, full screen charge stuff is punishable with something quick, and definitely whiff punishable if you space well. Check out this link for some quick and dirty stuff. It's pretty out of date as a thread, but there's still 2012 discussion in the latest pages (links on front page don't work btw).

Yeah, i've been trying to slow down my own play lately and not go on autopilot jump-in mode. I'm just really bad at reacting to whiffs, so I need to work on my anticipation skills.

Thanks for the vid, that was pretty sick. Empty jump c.mk jump forward hp is pretty well-known Ryu ambiguous crossup tech, but some of that stuff was brand new and amazing. Off of s.hp LK tatsu s.lk EX tatsu 2x otoshi you can step back slightly then level 2 fireball FADC dash forward and either LP shoryu or jump forward for another ambiguous setup? I'm guessing jump forward hits in front and LP shoryu crossup hits behind? Also off of MP shoryu he did dash forward dash forward LK tatsu as meaty crossup against non-teching Ryu, pretttty insane.
