Then again I've heard the same about Ryu and Ibuki.
In the end only you can decide which character you want to play. If you want other people to suggest some for you you would first have to tell us about your personal preference in playstyle or otherwise narrow down the choices.
Every character requires excellent timing against a good opponent and with sufficient practice you will only rarely miss setups online.

I like zoning and mixup characters mostly but I can try charge based characters too.I dont like characters with too little hp because it doesnt give much room for errors.Characters that give me trouble most are bison adon balrog guile ken. Characters I like most are sakura cammy rose balrog makoto chunli sagat guile.

Zoning and mixup? Akuma sounds like a good candidate, you should try him out : ) Really all characters have tonnes of potential, some slightly more than others but that only matters to professional players really, it's all up to you. So I suggest just finding a character you like the look, playstyle or feel of and stick with them. You will be rewarded hugely by sticking to one character.

Sounds like your preferences are all over the place, you just haven't found a home yet. Experiment more, dig deeper into the characters you like...sometimes I start out thinking I enjoy one style, but then I end up trying a character I never would've expected and love it.
If I may give my (biased) opinion, try Juri. Not enough people try her and she's incredibly fun to play because she has so many options, she plays differently in every matchup, she can zone and rush down, and she even has an easy mode (U2) and a hard mode (U1). Juri makes me wish I was still good at these games.

Someone experienced with this version of sf4 rate these characters in terms of difficulty to learn. Adon, Ibuki, c viper, and rufus. I mained Sagat back when sf4 originally launched but I'm really wanting to learn one of these rushdown type characters, especially after seeing gamer bee dominate so hard at evo haha. I already realize c viper is probably the hardest to pick up out of these but still.

Adons pretty easy, almost nothing to learn execution wise afaik. Ibuki/Viper both pretty hard to learn execution wise. Rufus seems fairly simple to get down to a reasonable level altho hes probably the rarest character online for whatever reason, so maybe he has problems online *shrug*.
Adons definitely the easiest unless theres some element to his game im forgetting about momentarily, his combos are all really basic and hes 90% footsies/being an annoying prick :o). Viper and likely Ibuki too will take alot of effort to get consistent with.

Every character in the game has something about them that needs to be learned, Adon no exception. I would definitely argue that the elements of his game you mentioned there are not that tricky compared to some things half the cast need to also learn to be remotely competent at their character. Also, generally Adon is pretty safe mashing the shit out of air jaguar kick at certain ranges unless he gets really predictable with his timing. Not everybody can do Infiltration demons on reaction to it being done. From everything I see Gamerbee do, he has a hitconfirm bnb, a 'big punish' fierce(?) into jaguar kick, and his bnbish fadc ultra. Thats pretty basic as far as character combo variety goes.
Rufus' bnb is indeed a 1 framer and for some reason the hardest 1 framer in the game for me, not sure why. Other than that, hes fairly straightforward in terms of how he goes about matchups and doesn't require hundreds of hours in training mode before you can even go attempt to play a game (a la Viper/Ibuki) with any chance of success. You can learn a bnb, learn how to go into Ultra in a bunch of situations, then go play and pick up tech/knowledge of matchups as you go with a basic starting gameplan.
Also I was basing my recommendations on the fact that he has played before so isnt completely clueless about the game in general, otherwise id probably strongly suggest not playing any of those 4 chars because theyre all a bit unique and won't translate well to the rest of the game (or at least not as well as a bunch of others).

I have about 115$ saved up! Any good fight sticks for that price? I'm not looking to be 100% determined to play the game! I just want a decent fightstick for the few days in the week (about 3 hours a day, 3 days a week)!

I agree that theres easy and hard parts about most (if not all) characters. Adon, however, doesn't really have anything easy going for him apart from his godly normals and walkspeed.
Adons BnB is tricky because you actually have to hitconfirm the direction you hold the stick from the first hit in order to get the correct special at the end - forwards for RJ, backwards for JK. This is very easy to mess up and will lead to many whiffs unless you practice it a lot. Jaguar kicks are a lot easier to punish than you make it sound. The best way to punish them for most characters is by causing them to whiff, which creates a huge opening for them. This makes them almost as unsafe as a DP without the opportunity to fadc. That's why you don't see high level Adons use JK too often.
Sure his stuff isnt as tricky as SJCs, but it's definitely not easy. I haven't even mentioned his fuzzy guard setups, which are his highest damage/stun dealers and have to be done different for most of the cast.
