oh, level requirement level is 24 for teleport charges?! Then Amn+Thul runeword is the solution (amn lvl25 and thul lvl23).
edit: this runeword with teleport with charges would be fine aswell.
Nor Drognan or Akara can spawn a telestaff, earliest as i said is Ormus, you refresh using the waypoint to any WP inside the act3 or leave town until text appears. No other player can be in town when refreshing.
You will need roughly 10-20 refreshes but sometimes if unlucky even more. To get a cheap one you might even need 50+ refreshes.
Yes you need lvl24 to use it but this is fine. Usually you can have it working before Diablo or even Meph if trihard XPing.
Yeah RalRal would break the game. Teleport is fundamental to many builds for optimal performance, like Hammerdin. It completely changes your strategy.

Tunamancer might be fun to play before I get an enigma. While weapon swapping may seem tedious it’s fundamental for a lot of builds before u can make end games items. I use a Lower Res wand for my Trapsin so I can get through lite immunes in cs

I really like weapon swapping, for example 2Hand weapon / 1hand + shield on a pala, staff / wand + shield on a sorc, spear / bow on a ama etc

I visit Akara, Dragnan or Ormus on NM every day just to find a teleport staff. I am tired to use WP for the refresh endlessly. I prefer Act2 when Rocky waste is 10meters away form Dragnan. I only played solo so far (beside 5min experience at MP).
I dont mind paying 400k for this staff. Gaining this amount of gold is much much quicker than finding this staff.

That sounds bizarre at this point. I made a point of checking Akara every time I was in town yesterday when I was going through nm act1. In the 10-15 trips there was one teleport charges staff again so it really shouldn't take too long of dedicated shopping.

Just go Ormus on normal. The problem with going in nightmare is that you've probably at least doubled the affix pool that can roll.
You go from 1/100 or something to like 1/1000 that are cheap and have teleport charges just from going to NM.
Last bunch of times I did it probably took me less than 5 minutes total, and maybe 10-20 looks through the shop.
I have 2 characters midway through hell now at ~level 70. Sorc which is onto Diablo (killed meph a couple dozen times), and a summon necro.
Didn't roll particularly good gear for a necro, did get an oculus for the Sorc and a cold/life GC which is pretty sweet. I'll probably polish off Hell sometime tomorrow and then figure out what I want to do. Maybe a trapsin?

has anyone heard of any runewords like enigma or infinity being made already? i would assume that one of the first people to get those runewords are probably gonna be streamers. just wondering if its been done yet, or how long itll take for the 1st one to show up

To get teleport staff you should go to Ormus in NORMAL.
As Amui is saying. Affix pool is a lot bigger outside of Ormus in Normal mode. You should only shop it there for cheapest and fastest access.

First two decent uniques I find for my sorc, P crown and silkweaves act 2 nm, both frickin ethereal. =[

still impossible to find it. After ~25 refreshes ormus normal I quit.
I found a very nice etheral polearm for normal and nighmare rush. lvl21 and 9-87 dmg sounds good but 3 sockets

Someone was selling the rune set to make enigma on HC earlier, sure he's probably not the 1st. Old D2 ladder seasons would take 1-2days before the top rune words would start popping up, but everyone had maphacks and bots so was a bit quicker.

I’m positive there are bots in D2R right now, it’s just the reality of the game due to its market. However I’m sure it’s not as rampant as before, and that the dev team are always ensuring(putting forth) steps to be ahead.

Idk if it’s possible but I wonder if they can do hardware bans (not just bnet account bans). I’ve heard of this working with OW. I fully advocate this.

Definitely are bots. It's just a lot more expensive than d2 to run license-wise and computer wise(You could probably run a hundred d2 instances on a single modern PC) so I would imagine you wouldn't have bot farms on the same scale.

I learned how to set up my Switch controller to my PC. Oh my god. I can play with max graphic settings+144fps and have the benefits of playing with a controller. Its such a game changer lol. Dev team real heroes tbh
