In Skyrim there will be 10 races but there are more non extinct races in the lore which didn't make appearances so far in the games.

Exactly, they need to know how accesable their game is going to be, and that is how they do it, by getting inexperienced gamers, to try and test the game.

Okay, just got back from Barnes and Nobles with my leather bound journal filled with line-less, off white paper. I am so pumped for Hardcore Skyrim!
It is going to be so much fun exploring the world and walking (or stealing a horse and riding) everywhere, and marking down anything of interest on my self drawn map. It should be cool to actually listen to what NPCs have to say and the names of things and directions to get there instead of just following a marker. And all of those topics to ask people about how to get there that you would never bother with in Oblivion, now I have a reason to bring it up.
I wonder if I should force myself not to use the 'wait' button. To never use it to regen health instantly in the middle of nowhere and instead only sleep in a real bed in an inn or my home (once I finally can get a home). That is what I did in Oblivion when I got bored and boy did it make things harder. Well, that and FCOM.
What kind of character should I be? Some where in the spectrum from pure mage to pure warrior. I was never much for stealth. Should I be good or evil. Should I never steal a horse of food, or take what I want and ride from town to town on horses that run away as soon as I dismount? Should I be insane, and flip out and kill everyone in the room whenever a certain phrase is said? (My sister's character had a special set a pajamas, a necromancer robe and mythic dawn hood, that, if ever not on her character, would force her character into a frenzy, killing everyone in the room. Going to jail was problematic, they take your pajamas and force you to sleep. She had a big bounty...)
I am so excited for this game! I have no doubt that I will spend far more time playing it than I will be proud to admit to other people. Picking this up on Friday, at midnight if the best buy next to me if they have a midnight release, and have already informed my girlfriend that I will not be available for that Friday and Saturday. I don't know if I will even sleep that weekend.
I am so excited for this game.

You should be a character that is most like yourself. I don't think setting a strict standard on a first playthrough of an open-world RPG would be cool. I personally made a little backstory of my character's personality traits and his own little morale code that reflect me, and that's what I'm going to go by when I play.
edit: Now obviously, most of us wouldn't flat out kill people and steal whatever the fuck we want, but in the "time period" that game is set in, society wasn't as structured for a common man, so crimes weren't as big of a deal if it meant your survival/if you could get away with it/getting fuckloads of money. I'd keep that into consideration too.
^and all of this is my personal opinion on how a rpg character should be "made."

In terms of gameplay I just look at whatever looks most awesome/fun to play and decide to play as that (for skyrim one-handed weapons+shield, bow+arrow, and restoration magic). For karma systems I pick one based on how I'm feeling, and if I want to role-play a character with a specific personality and backstory I'll do it. I don't really like sticking to one rule (my character is always insane/evil/acts like me, etc.), I just get ideas on how I want to play (in Skyrim it's generally a noble/well-meaning character that doesn't have a strict moral code) and play that way.
My advice would be to think about when you had the most fun on a full playthrough of Oblivion or look at previews, and figure out what kind of character you'd have the most fun with. Any specific advice anyone gives you (play as a mage, etc.) will likely be biased or be exactly the way they're playing, because that's how they have fun.

I just hope they don't do the same 'spell effectiveness' thing they did in Oblivion. There should be a trade off for wearing armor, like speed reduction, increased noise, etc, but reducing spell effectiveness is not my favorite way to do it. And I want to play a battlemage.

^IMO they could balance that by keeping spell effectiveness in but introducing a class of armors conducive to "battlemages", so they give moderate buffs to both spellcasting and armor/defense.

edit: doesn't light armor provide a middle ground for battle mages?
