I don't think the enemies themselves have level scaling like they did in Oblivion (Mob Health=cX, where c is the constant for that mob and X is your level). The monsters that spawn when you enter a dungeon are all variants of whatever that dungeon holds (be it vampires, draugr, bandits, whatever) and some of the monsters will be a stronger variant if your level dictates (but not all of them). The beasts in the wilds seem to have static health as I'm now able to kill them in one hit (at least most of em) since I'm close to level 40 now. Back when I was level 10 or so fighting ice sabre cats was pretty challenging though. Ice variant beasts spawn at high elevations where it is snowing generally (I've seen snowy creatures in non-snowy areas though). Even at level 40 when I'm just walking around normally I'll still run into wolves and bandits and other weaklings I can kill in one shot ^_^ They're good for training up your neglected skills though 
Much better system than oblivion in my opinion where leveling up made the game much harder ^_^

every time you visit a new cell, that cell is locked into your level
also, the further away you get from whiterun/megaton, the more difficult the enemies become, regardless of your level
fallout 3 also scales more rapidly if you beeline unique weapons at a low level. if you got the alien blaster at level 1 then any possible enemy could spawn in at any time.
example: there was this one sewer dungeon where on my first playthrough was full of mirelurks. on my second playthrough it was full of mirelurk kings and i was only lvl 3.
i assume the same thing will happen if you beeline things like umbra, or the mace of molag bal
some places are fixed difficulty (generally main quest related zones and in fallout 3 a couple specific areas like old olney and the far borders of the map...there a few known spots in skyrim like a gold dragon that can be fought at any time, all the giants, and most but not all ice wraiths)

Very easy with enough alchemy/enchanting abuse. Essentially you enchant armor with fortify alchemy and then use that to make pots to improve your enchanting abilities (lather rinse repeat). You can stack this infinitely basically and make insane anything given enough effort.
Level 100 enchanting and alchemy might get you close to 30% without "cheating" regardless though. Be sure to use a grand or black soul gem to get maximum effect and pick up all the enchanting perks.
You can disenchant anything to get the one handed weapon damage bonus. Look in the stores for a cheap ring or amulet that gives 5% if you want to unlock the enchant and not waste your gloves. Alternately you can just save before you disenchant them if you're too lazy to wait and see how powerful you can make the enchant. If you're displeased reload.

When enchancting there are a few things taken into consideration.
The first one is the power of the soul being used from the soul stone to power the enchant (these are fixed).
Then you perks and skill bonuses come into play, granting you a multiplier to the base bonus of the soul gem. Generally, you want the perks to increase enchanting effects along with potions to boost your enchanting effects, that is how you obtain the best effects.
Oh, btw, the named items are fixed but the rest isn't like the gloves.

It's amazing how dying after forgetting to save while just running around killing things/filling soulgems can just completely ruin your night and make you want to not play for the rest of the day =(

Hey guys,
is it possible to get over 100 smithing/enchanting with items? Like enchant +15 smithing on every item you can and have 100 smithing/enchant (i.e. have crafting sets). Same thing for other skills, does that work?

So I think my quest got glitched, but I'm not sure.

However, there's a gate in the way and it won't let me use the chain to unlock it. Karlia has disappeared for whatever reason and I'm assuming she's supposed to open it. Any suggestions on how to proceed or do I just have to stand here for five minutes for her to come open the gate for me?

If you don't know how vampirism works, look it up right now!
I just spent all night trying to rescue a save file from vampirism.
I'm new to Elder Scrolls, had no idea what happens when you're a vampire. All of a sudden everyone in town started trying to kill me and I had no idea why. Turns out it's vampirism, and if you're a vampire and you don't feed on sleeping people eventually you'll get flagged and everyone everywhere will try to kill you.
Had to look up how to cure vampirism, then had to spend hours trying to navigate my way from the oldest save file I had to being cured of vampirism, without killing any important NPCs. I wasn't even sure at some points if it was even possible.
Seems really really stupid to me that Bethesda would leave this in without some serious design changes. I'm looking online and every discussion about curing vampirism is filled with people complaining about how stupid it is and how their save files are rendered unplayable.
Basically, if you come into contact with a vampire, drink a cure disease potion or activate the Shrine to Talos in Whiterun. If you don't cure that disease, it'll develop into you being a vampire, and then you have to feed on people to avoid getting "apocalypse flagged" (where every NPC in the game tries to kill you on sight), and you can cure vampirism by talking to an innkeeper, selecting "Have you heard any rumors?" and following that quest to Falion in Morthal.

I'm lvl 42 Nord male, no follower. I'm doing a dual wield build with 2 ebony maces and full daedric armor. 402 armor class, 140 damage. I use ebony maces as they have the same damage as deadric ones but lower weight.
I'm currently working on enchanting. I think this build will really start to shine once I have enchanting and alchemy at 100 so that I can use 2 enchants/poisons per weapon. I might even swich to 2 daggers when that happens.
I maxed out smithing pretty early by buying materials, making cheap stuff, upgrade them and then sell them off. Daggers, bows and gloves mostly. With the superior equipment, I had to change the difficulty level to expert and then masters due to it being too easy. Low level dragons died in one power attack cycle.
I have it pretty hard against magic wielders like necromages. I haven't really started working on my resistances or power words.
I'm just questing randomly, not doing it in any particular order. Just exploring the game I don't even know which quest is the main quest.

Improved light armor + block makes for a surprisingly durable character (on expert).
I also made a huge upgrade from scale to glass armor, which brought me up to 330 armor. Buying refined malacite for glass armor is very affordable if you manage your money well.
Oh, and always take a smithing potion right before improving a ton of equipment. The extra 20-40% bonus really is a big deal.

I finally picked up the dark brotherhood story after going through all the random little side quests im doing
