Has nothing to do with damange. It's just weight for your encumberance.
Weight TL:DR;
All items have a weight, you can carry X weight before you are encumbered. Your EQUIPPED items have a total weight. Total weight EQUIPPED is directly related to running speed.
Heavy armor + heavy weapon = slower character. Light armor + light weapon = faster character.
Weight of a weapon has no difference in your damage. Swing speed maybe but I haven't verified that anywhere, nor can I find anything that says anything related to that.

heavier weapons use more stamina
the higher your stamina, the more damage you do (the effect is no longer as drastic as oblivion/morrowind, but is still there)
so really heavy weapons like battle axes and stuff hit like a truck at the start of the battle but aren't good for a prolonged battle
a dagger, by contrast, will do less damage, but won't tire you out
For those crashing a lot on PC: I found it crashes less (or none?) for me when I run in windowed mode.
Spell tomes: there's a second level 1 spell early on, but there will be 1 level 2 spell for sale in the first town I think, then most of the other apprentice spells for sale in the second. I'm doing quests for the mage academy at the moment, but haven't gotten anything from it yet except some apprentice robes and some marginally useful staves. I find myself usually using 1 spell + 1 sword
What I wonder most is what can I do with the dragon parts I've gotten? Are they just for sale? Are they used for the dragon armor made late in the game? If used late, is there somewhere I can store them to pick up later?

I couldn't confirm that on the INTERNET *magic rainbow effect here* but I noticed it in game, as well. I think I only saw it when I was wielding a 2h weapon though which is why I didn't include it. I didn't want to be wrong haha.
And tbh I had no idea stamina had an effect on damage, and I've played Morrowind/Oblivion a couple times. :p every day is a school day! :D

dual cast of sparks. You can unlock it with 25/30(if I'm not mistaken) destruction points on your destruction skill tree. With that perk you can also dual cast flame and ice skills. Pretty important perk to have.

You should have sparks and Flames at the beginning of the game if I'm not completly insane. But if you really don't have the spell, you can easlily find it. it is a novice spell that pretty much everyone sells. Just give it a look around a big town that you will be able to find it. Its not stronger then flames, but at least it drains the mana of your opponent.
