This isn't 100% true. If your 1v2 is doing well, and your opponents don't seem interested in stopping you, you can go drain, do golem (level 2 -> crow), do small camp, do other side small camp (level 3 -> drain), lizard, enemy golem, then go around killing small camps/wraiths until you hit L5, taking L3 drain and L1 fear on the way. With L3 drain you can slowly but easily solo dragon, jungle to six, back to buy, then go ganking.
The major decision points are the second and third levels of drain. The more often your opponents go MIA, and the more trouble your 1v2 lane is having, the less likely each subsequent point is a good idea. Still, if this goes well (i.e. open tome, get dragon at L5, back to buy mejai, score double-gank with storm for 4 stacks) it can almost win the game on its own. I haven't counted, but I'd say I end up with level 1 drain 1/2 of the time, level 2 drain 1/3 of the time, and level 3 drain 1/6 of the time, approximately.

New hero sounds lame and boring to play, but I guess I really won't know until the patch comes out. Their descriptions on abilities are awful.

I don't understand, your first post says you want to know the locations of the jungle spawns, it's clearly marked in game, I dunno how you could miss them... Look at this minimap that I googled up for you:

Y'see the little skull and crossbones icons? That's where the jungle camps are. Now, to find out what spawns where you make a practice game and go look. The only information you really need is that the small camps (wraiths, golems and wolves) spawn when the ingame announcer says "minions have spawned". The wraiths only spawn in the camps closest to mid lane and wolves and golems randomly spawn in the other small camps The buff camps (Golem blue buff, lizard red buff) spawn at like 1:15 I think, about 10-15 seconds after the small camps spawn. Dragon spawns at like 2:00 (I think, not entirely sure you'll just have to verify yourself). Baron spawns at 11:00 (or is it 15:00?).
Dragon spawns in the little alcove off the river on the bottom/right side, and baron in the alcove on the top/left.
I assume this is what you wanted to know, but really it would have just been easier for you to boot up a practice game and see for yourself.

I thought they were trying to balance farming and fighting? Still, will definitely make things more action packed but it's kinda a buff to the snowballing nature of the game.

This is considering the first four items I have are good enough for me to carry. I'd go with Sword of the Occult. Kayle's heal is nice and all, but her one defining feature is using Righteous Fury + Guinsoo's Rageblade for massive damage, and with all the attack speed you have (should also have Berserker's Greaves), SotO provides more damage and just scales better. Her ult spell doesn't gain anything from AP, and any damage you may lose due to a weaker Reckoning will be peanuts compared to what you're gaining when whacking away with your autoattack- you only really lose out in a weaker heal, which is a shame, but you really shouldn't be building Kayle to maximize her heal.
Some champions, like Kat and Yi, have a legitimate choice in whether to go AP or AD- AD provides more sustained damage, while AP tends to give them better survivability and/or utility (Rod of Ages, Rylai's, Zhonya's Ring all provide good survivability on top of AP). Since Mejai's doesn't offer you any survivability, the choice is easy- get SotO for more AD and better sustained damage

Yes, i think the 80% of ap is in addition to his normal AP ratio because it replaces the bonus to mana champions but still makes him very potent against other casters (which was the original intent)
