Did they increase the dodge penalty?
I just q-dodged to play with a friend, expecting to have to wait 6 minutes but it's telling me 15 for a single dodge? or is it just fail coding?

Okay okay. So I think there's a disconnect here with what people qualify as good. Yes most people that pick Zilean are total fuckwads and don't know how to play him CORRECTLY. However, a masterful zilean can provide a lot of damage and a lot of support! Zilean has pretty rediculous map control due to the fact that with minimal CDR and a tear of the goddess he can spam Timewarp to move at a perma 55% increased speed.
The problem with him is most people are not aware of the intricacies of his play. Early game heavily revolves around mana consumption. Just because you can bomb, rewind, bomb, doesnt mean you should. I get rewind at 4 because 99% of the time there is no reason for me to use it. You should focus on harassing the enemy with bombs and ricing where possible. Going to base and buying tear of the goddess asap is also recommended. You can usually fully charge one in about 15 or so minutes.
Once you have a tear you basically can't run out of mana unless the team fight goes on for too long or you're wasting it on foolish rewinds.
THERE IS ABSOLUTELY 0 REASON TO REWIND ON COOLDOWN.
Rewind when both of your spells are on cooldown because you recently just used them! Zilean's strengths come from rewinding after a successful spell for basically a double effect. Don't use it to reduce the cooldown on your bombs from 7 seconds to 0 because thats just a waste of mana.
You can be super duper annoying with Zilean by bombing anyone thats infront of a team fight and letting them drag it back to the rest of their team. If they dont, they tend to split up causing a good positon for your team to teamfight.
Zilean doesnt have as much control or staying power as Sona, Soraka, Taric, or Janna. But he does a TON more damage to than them and has an ultimate that can shift the tide of a battle in a huge way. He is also a ton more effective in smaller scenerios (1v1 or 2v2, etc)

I don't really like comparing Zilean to Sona/Taric since they fill different roles. Every team will always want heals so they will be picked regardless and most teams that run janna will also want to run some heals as well. Zilean is probably easier to compare to other casters since he has a strong nuke and cc with a support ult.
Zilean just takes some getting used too since he has to multi-task between so many things. Gotta worry about putting down bombs, looking for opportunities to slow speed up, while determining where your ult would be best used.
And you should all pick Zilean since he will make people who dont buy merc treads rage with his 5.5 second long slow GG.
Its only 4.5 seconds! but with blue buff and very minimal CDR you can spam max rank rewind and timewarp for 100% uptime on slow or speed OR 80% uptime on slow or speed on 2 players (theres about 1 second where the buff will fall off)

Sona/Soraka/Taric/Janna are less reliant on ONE good hero as they can support an entire team. Zil's probably phenomenal in like a duo queue or something but in a 5 rank barring some Zilean-centric teams (like 4 tanks with GA) I think he's pretty bleh.
Re; Veigar, given that it's Yiruru I'd assume most of that 200 was off Q. It was also like a 40 minute game. Whether you like it or not he can gib one person, which is fine and all, but then just sits there and soaks up damage. Which isn't "bad" per se but also not particularly good. He doesn't bring much else to your team, so there absolutely must be someone worth killing that can make up for him. As I mentioned the majority of his teamfight damage came off Kass' snare (as Horizon doesn't stun long enough) and that's fine but it also speaks to his individual weakness; there're better heroes to play if you want a farm-all-game-and-smash-people character.
Edit: For example, in that one game where you ended up trash-talking the other team's Zilean, what you failed to mention was that it helps to have Kassadin capable of curbstomping the other team 1vX. It makes it pretty easy when you have someone rampaging. On the other hand their Zilean had nothing he could do - whoever he ulted would get insta-gibbed by me anyways (except for Garen but Garen sucks against Kass), and then Zilean himself would get popped in ~3 hits to me. Maybe it's my own lack of skill with the hero but I didn't see anything he could do more. He ulted almost every hero on that team to no avail, the only time I died was when I jumped 1v4 with no HP in an effort to gib TF and run, only to get miss my blind E and die like a fool to gold card. Game was over by that point, though, as I'd outdamaged 4 of their team en route to that quad-kill.
Edit2: Ruru won us the game anyways with a clutch Baron steal (which Veigar is AWESOME at) but, uhh, yeah.

Their zilean sucked not because he had nobody to ult but because he built to be ineffective. He had a lot of health and regen items instead of AP items and consequently his bombs did nothing. He also didnt abuse his mobility to throw bombs on other players or even to harass you. I mean yeah you carried that game but that zilean had such a big lead and threw away any chance at late game effectiveness by building poor items.

I think there were two "good"s there. "Good" in quotation marks meaning "competent, not dumb" and "good" on its own meaning "powerful, game-changing, top tier". That's how I read it anyway.

I don't know about regen but if he'd had less survivability that game would have been even more of a laughingstock because I was bashing him in 4 hits from mid-game onward. Bear in mind I never felt he had a "lead" because when you got pissed and went top and I swapped with Enki I immediately double-killed him and someone else in a 1v3 (almost had a triple kill but Garen got away with like ~50 hp). *shrugs* And even if he had AP and could rez people at full HP it wouldn't change that whoever he revived would die in 5 seconds to me anyways. My underlying point is, Zilean is way too reliant on one "super carry" to be effective - at the point their carry AP Gragas (and their TF) both were getting demolished by me, Zilean's effect on the game had evaporated.

My Zilean thoughts are basically nothing particularly new: Fantastic hero if you have someone to ult, good if you have certain heroes on your team, esp. close range heroes with chasing problems, good at gimping someone early but has trouble dealing with counter-harass...
Uta, I think part of the problem is your perspective being slanted by how much Kassadin trashes Zilean at all stages of the game. Zilean can be a nightmare if played well on a team of or against close range heroes and provides more map control than anyone short of Shaco or Nidalee. Probably some other heroes too, but he's up at the top of the list. Kass is better than him there too, actually.

I've lost to a Zilean team before (4 tanks + Zil, I was raging at how impossible it was to kill them 11 times). What you said is the same as me - he's way too reliant on a singular hero that I feel his efficacy in a 5-man ranked team (at higher elos) is largely rubbish unless you design a team to abuse the ult (like the 5 GA 4 tank BS).
