I think your assessment of Sivir's survivability is way off. She's probably the hardest hero to kill in the game outside of Poppy/Shaco/Kassadin. Don't know what ELO you're playing at, but if I get into the midgame with Sivir and the other team doesn't have a sivir and the teams are equal, that's GG for the opposing team right there. No way they're going to be hold off the 5 man sivir pushes in midgame.
And when I get into midgame I have catalyst/mobility boots/starks with ghostwalk/exhaust and my ult for +30% move speed and a spell shield to block stuns. This on top of 25% dodge from Sivir's passive and +13% move speed and +2% dodge from masteries. It really is nonsense to say Sivir doesn't have survivability. Spell shield for nukers. Exhaust for phys gankers. And ghostwalk/ulti/dodge to run away.
On skill of the heroes, I think that's an irrelevant point. And to be blunt, your analysis of Sivir/Tristana makes it sound like you're not playing at a very high ELO or even understand the concept of how the team game goes. Basing your thoughts on other heroes around how well you can gank them with Blitz isn't a very deep analysis. Plus, Sivir is ungankable by a solo Blitz unless she has no clue he's in the lane. Spell shield > hook.

Can someone post an updated tier list? I want to know if my hunches are correct, I suspect that Twitch is no longer top tier.

no idea why people are comparing sivir and tristana anyway. sivir is the best support hero in the game as an ult bot that puts out good damage.
tristana is considered one of the better pure carries in the game by top players behind only corki basically as far as DPS goes.
AOE displacement is underrated, as is tristana's ult. it can be insanely useful.

Sorry, I should have said "carry hero." OFC tanks are going to be harder to kill lol.

Mundo and Singed are very tough, but they don't have the kind of crazy escape mechanisms that you see in Diplomatic Immunity, Deceive, and Rift Walk. So yeah, they won't go down easily in a team fight context, but in a gank context, the best you can do is Boots 3 and Ghost.

I don't have a tier list but you could base it on the best team possible:
Initiator - Alistar (Malph would also be a great choice) Carry - Tristana/Twitch/Corki (tristana best single dmg dpser but twitch/corki have AoE) Soft Carry - Sivir/Annie/Fiddle (They can all bring something great to a team) Support - Taric (only viable support char in the game) Card Master - Twisted Fate

lol Card Master is his own class, he can go ANYWHERE on the map at anytime, not saying hes OP because in a straight up 1v1 he will lose, vs nearly anyone, but when played correctly, you cant stop him.

I've kinda given up on LoL got bored after like 600games. Was nice time waster while waiting for SC2 beta thats for sure.

Yep this is what I'm expecting.
Maybe if they add ranked play and I find a bunch of people to consistently play with and compete with I'll stick with it, but at this point it just looks too much like they don't care (or don't know better, which is worse) about balance, game stability, glitches, or competitiveness.

The problem with Teemo is that if the entire team gets merc's treads he's useless because his DPS is weak, his mushrooms got nerfed, and he's really, really easy to kill.
In pub games he stomps though because nobody knows how to play and he can get a bloodrazor super early and stack attack speed.
You should 100% always be getting merc treads btw.
