The only big reasons I can see why you would choose Bane over SS is the higher move speed and possible ways you can get value out of Enfeeble. I would say Bane is better at sitting mid than SS--he's a bit tankier, faster, and all 3 his spells can provide value depending on hero comps But yeah, rhasta is way better at getting early kills since Ether Shock+Shackles is tons of disable and tons of damage. He's basically the new CM in terms of "scariest level 2 hero" I actually think a big problem with Bane is that a lot of his spells aren't very useful in teamfights. Grip is his ultimate and if it's canceled (which isn't hard to do) it's completely wasted, Nightmare is also hard to utilize, leaving him with a ST nuke and Enfeeble

Well techies isn't in captain's mode so there's that. :D Teams are generally drafting strong laners (and strong offlanes with a lot of dual offlane) right now. Spectre gets murdered by most of these lanes. The current game pace is very fast which makes things super awkward for Spectre who's very weak early and has a crazy long cd on lvl 1 ult (180 sec). Teams are all drafting lineups that actively fight for map control and giving up map control in exchange for getting strong lategame cores has generally been shown to be bad right now. Teams are super good at controlling the map now. Even heroes like Spectre can't turn things around if the other team starves you and farms the whole map themselves. Lategame items beat lategame heroes. Tiny's super hard to fit into a lineup. Raindrops ruin his early solokill potential which is pretty much what the hero used to be picked for. If he doesn't get an instant kill with his first jump, the hero's just extremely underwhelming. WK's pretty much just a worse version of super popular heroes right now (troll, sven). Sorry, this second paragraph's a pretty shitty explanation, but I realised the game's going and I wanna watch. :D

Allowing Newbee to do whatever they want since they see one of the ganking supports on a lane and no veno on any lane means he is jungle. A fake out with veno smoke ganking could work I guess but he isn't going a ganking build.

As far as I've been aware, there aren't typically reasons for something to be done. It just happens. Usually after hero reworks though, just to see how it plays in pubs before throwing it into the tournament scene.
