China has history, their tournaments are always the messiest ones, if you don't know that then I don't know what you are doing as one of the largest gaming companies in the world.
Outsourcing is the easiest way for a company to do nothing and achieve the desired result, outsourcing means spending more money while bearing less responsibilities, if they (as any other company) don't want to deal with the whole thing, it is safe to outsource but it is their job to ensure standards are met.
When you buy a computer that doesn't work properly you blame the brand not the factory, and when you see it was assembled/made in China you know why it works the way it does and then you realize that company loves to save money instead of delivering a good product. The day you decide to buy a japanese Fender instead of a chinese one is the day you realize any Major hosted in China will worse than any other Major, as long as the choice to host it there is Valve's and the standards are not forced, it is Valve's fault.
This field of work is not based on promises and and friendship, at least not for such a large tournament. Valve is not allowed to wield the "they delivered something different than the contract we signed with them" argument. They can blame whoever they want but it won't change shit. Chinese companies don't care about the English audience. They get no/little benefit from making sure it works for us, so they don't even try. The best choice is to not hold it in China, of course. But the next best choice is to just not use a Chinese company, and to run the whole English side from another country. All these problems were avoided in a lot of earlier tournaments simply by not having the English people in China when the tournament is going on. THAT is the source of these problems. how is this relevant when it's the entire production that's a mess? hugely delayed games. non-soundproof booths

I didn't say it's going to result in a perfect tournament. You put it in China, that's what you'll always get, but it won't have so many OTHER problems having to do with the English side specifically.
