Pretty much. The weak draft from dignitas allowed Loda to not build a bkb while Sneyking has to build one.

Bit of both but against team with little hard lock down PA does put out a lot of reliable damage. Like people often consider her unreliable because of the crits but the mobility combined with a cheap low cd slow allows her to be continuously hitting people in any drawn out fight. Like she will never be kited.
