The armlet was probally never intended to be activated on the bear. The attack speed on the active armlet was clearly bugged and there is no way it was intended. Even IF classified it as a bug.

Its obviously not a bug if he created a specific armlet implementation specifically for that singular corner case, that's called the solution to a previous bug.

He can make a mistake when creating the item. Since noone tested it, since noone built armlet for the bear, it could be bugged. Its not impossible.

What happened in .78 is that he simply made the courier armlet state not exist and added in the life drain to both

Its not so much "fixing attack speed" as "removed courier armlet state". Thats fixing the discrepancies of dota1/2

I think you're misunderstanding the original dota1 interaction; he specifically created it, obviously it may have been a mistake to create it, but he actively made the choice of making armlet work differently on the spirit bear

He was OK with calling it a bug, even if you are not.

The original interaction was that you could not activate it in the bear, if you gave it activated it gave you the damage, but it did not give you the attack speed. Not activated armlet gave both damage and attack speed. I know how it worked. He could have simply made a mistake with the attack speed portion when creating the item.

Fountain regen works differently in DotA 1, so I don't even think it's possible for it to have the same behavior in DotA 1 thanks to how Bottle regen is based on fountain regen and not proximity to fountain in DotA 2.

Yet another bug I'd consider to be based on negligence because someone coding the skill didn't realize how fountain regen and fountain distance aren't always going to be equivalent. And making DotA 2 consistent with DotA 1 in this regard is trivially easy compared to the reverse.

again, any differences between dota1/dota2 is a bug, and fixing the bug in dota1 to adhere to dota2 behavior is fixing the bug

I'm not talking about what the item did, but how it was coded in the dota1 engine

Except IF already shows the Blink refresh damage CD to be intended (or whatever) since they hanged it in dota1.

Dota 2/Dota 1 is completelly irrelevant in this case. I am only talking about what he did in Dota 1.

Not to mention fixing Pipe's interaction with Mixed/Universal damage would make going high ground vs. Tinker even more annoying.

I actually find it more curious that he applied the change only to Tinker.

Because we still have the parity issue of Refresher Orb + Blink heroes, which is still potentially relevant to heroes like Magnus or Tidehunter, because getting a 2nd Blink before your 2nd RP/Ravage could matter a lot.
