That used to be the older way of playing Weaver (I.E. 2009 --> Farm Radiance, then be a huge threat). So if you look at it from that perspective, yes Weaver needs farm and is useless.
Now if you look at it from the new-gen, Weaver is a brilliant pick. Weaver is actually a monster early-mid game in terms of DPS, so now people are focusing on building mid-game items and teamfighting with him. Treads-->Janggo is all he really needs. Swarm, Skukuchi and Geminate do a brickload of damage.

No he doesn't. Weaver is very strong in midgame fights with just Treads and Janggo. Shukuchi and Time Lapse are as useful as always, and The Swarm has phenomenal base damage and armor reduction.
The problem is that most teams are still used to playing the Vanguard/Hood->Radiance builds, which don't do anything until Radiance is done.
Also, #1 pet peeve about Weaver: there's no R in GEMINATE attack. Geminate meaning "twin" as in "Gemini".

Just got back because I have a dota 2 key, in my mind reaver was like you described it, radiance into more farm into more farm into some more farm into win.
(but even then it seems to me that gondar would perhaps been better, in fact I've seen him a couple times in recent pro games, and in the last game weaver was just a non factor, it was 4vs5 from the beginning)

You're going to get Stout Shield for laning, and unless you're trilaning, most smart opposing lanes will be able to harass you hard enough that you'll need RoH. From that point, your options are pretty much Vanguard or PMS+Hood or BFury, and of those 3, Vanguard is arguably the best choice (excepting Hood vs. some extremely magic damage-centric teams), especially given how low Riki's base HP is.
If you somehow miraculously get a lane where you don't need the RoH, it becomes much less appealing.

I feel like PMS is so much stronger though, on Riki, utilizes any slippers he might buy and the 2k gold it costs as opposed to 300 that the slippers cost...1700 gold and a faster completion basically amounts to the two blades towards riki's diffusal...or 100% complete treads and a cool 250 gold on top.

older way of playing weaver still is nice if you are ahead, but people need to keep in mind he's not a very good option for a 4-1 hero because his bugs scale badly, and if he's disabled down all you have is shukuchi/time lapse which is a shaky durability foundation at best (if you look at all the other better 4-1 carries, they all have something better than this). he needs another anchor to help distribute the carry load.

And demon fucked THAT one up...pushed too aggressively and got caught with his pants down, followed by misclick while running away which got SF to have enough auto attacks to kill him.
