Most likely a Barb bought it. Not bad. The staff won't work for the Barb, that's why mine was bought pretty quickly.

I'm at my wit's end on Inferno Belial. I one shot him on hell, got through A2 Inferno in a day, but I can't make a dent in him. I've tried a few strategies and they all fall flat in P2. My stats aren't quite as nice as I'd like them to be, but I'm incredibly broke (upgraded my gear when starting inferno and now sitting at like 60k).
I've got: 17k HP 4481 Armor (With Force Armor) 173 Fire Res 1540 Int 1.21 AS with a weapon @ 1235.5 DPS (2H Axe)
I've tried the Archon P1, RoF burn P2 strategy with no luck. With Force Weapon I have ~38k DMG which the guides say should easily do it, but I don't come close.

Basically I don't get hit P1 between FA and Tele-Fracture/Illusionist and its a joke. P2 I burn as hard as I can before adds spawn and get him to about 50%. But then my options are either use Fracture to get close to Belial to damage him with AO (I usually die to fireball and melee before I have a chance to react somewhere along the line). My best attempts have been to just kite the adds and hope the hydra chips him, getting in damage when I can but somewhere along the line I get one shot.
Do I just need better stats or is there some build I'm missing for this? It's gotten to the point where I'm trying to buy a kill for the last of my gold just so I can farm A3.

I'd suggest trying celestial orb instead of tap the source, and i would agree, your health and resist are very low. P1/2 are becoming much easier if you can actually take three of any hits. Also, i'd suggest throwing outMM for force weapon. And at that resi/hp, isn't force armor and illusionist completely useless since everything oneshots you anyways?

Resist might be nice on belial but it isn't strictly necessary in my experience, what is definitly too low is your HP. You need to be able to take 2 hits from the adds without dieing.
Agree on the force weapon instead of MM as well (definitly agree in fact). Personally while I've almost always played AO, for Belial I've used Blizz/hydra instead. It means you can focus on running a lot more, because Blizzard and hydra are both fire and forget.
Yes Phase 2 will take longer, but it should be far easier to keep everything under control. Don't try to get close to Belial, simply throw the hydra next to him and try to keep Blizzard on him.
Depending on your HP switching glass cannon to Blur might also help you reach the level where you can take 3 hits.

I kinda stopped reading at 17k HP, that's far too low. My first kill was managed at about 24k HP and 40k dps or so (with 2 attack speed pieces or so).

Get more hp, even if you manage to kill him with 17K, A3 would be a one shot fest.

Agreed on the HP bit, I just killed Belial with around 32k and needed allll of them for p2 and p3. I had to switch to blizzard to handle all the snakes in p2. The whole event is basically about staying alive, dodging snakes and dropping damage on him when it won't get you killed. One thing that helped me out a bit in P2 was using his casts to locate Belial offscreen while kiting snakes. Sidestep the middle swarm, fire an orb at him, resume kiting snakes around a blizzard. If you're packing IAS dps, consider swapping it out for crit, vit, or more int. You really don't get a ton of turret-time, so the attack speed multiplier isn't helping as much as it might elsewhere.
The build I finally settled on was: Magic Weapon (Force Weapon) Energy Armor (Force Armor) Diamond Skin (Crystal Shell) Teleport (Fracture) Blizzard (Grasping Chill) Arcane Orb (Tap the Source) Evocation, Astral Presence, Blur ~29k dps, 32k hps, 330 allres, 5k armor for reference

Wait what? If you don't have time to turret you want attack speed. If you sit and turret your IAS is wasted because you have no AP left.

just found out act4 is the best place to farm as a wizard: get archon, start act4, go through the first portal and there are unlimited mobs for you to max out archon duration. Proceed to clear act4 with archon.... LOLZ

Blizz/hydra is indeed way easier than AO/MM for Belial. I cleared i with 230ares 17k hp and 40k dps post-buff. similar to what you have. It isn't necessarily easy, you might have to die a few times before getting the hang of it. Stand in a corner and venom hydra+blizz+signature it up, p2 hardest part, kite like a madman and dodge all the things while not letting the spawns take over; I got 1-2hit by the poison projectiles. At phase 3, the giant arm slam attack will ohko you regardless of ares/hp. Cheers

What else can I do? I've spent almost 8 million in gear, and still I die often. I use MM/Blizz/Hydra build...
Or am I just bad at this game?

i run act 3 with 38k hp, 66k dps without magic weapon that seems to add 30% into dps thus inflating it, about 180 all resists.

You got ridiculous dps compared to me, since mine is with magic weapon already. Did I overspend on getting all resists, since it doesn't look like it's helping me?

You should either get ~300res and run force armor, or go all-out to 600+ and run prismatic. In between there's very little benefit.
