Thanks! Everyone is able to jump to any region they want however your characters do not carry over between servers. If your account is registered to your european adress I'm pretty sure you are bound to the EU RMAH. I'm not sure that is right but both auction houses (artificial gold & real money) are bound to the server. You can not use the EU auction house for a character on the NA server. If you want to use the EU auction house then you must create a character on the EU server. Whether or not you actually have to live in the EU i'm am not certain but it is my belief that it does not matter. I'm wondering about character creation and their names, in particular for hardcore. From my understanding you have to unlock hardcore after reaching a certain level (I believe it's 10, correct me if I'm wrong).. so I'm wondering if it's possible to create a character to use in hc mode before actually unlocking it. I plan to main in hardcore and have a particular name I want to use but think it may get taken before I even unlock hardcore.
From what I've read the character creation system is similar to Diablo2, which I've never played, so if you're familiar with it you could still help with answering some questions. So basically I'm asking 1) can you create a character that has no playtime and transfer it over to hardcore? 2) If not, is it possible to create a character with a particular name, delete it after unlock, and use the same character name again? And if so, is there a waiting period?

It is done automatically, as well as items. The attribute system has been changed and although the posting is a few patches old, you can see them here: System Changes

Yes, just look to Starcraft II and how the names are not unique (since there is a number ID following it as well). There is also the battletag system implemented.

BattleTag is required to play Diablo III. Every character you make is tied to your BattleTag which is a username.identifier just like how it works in Starcraft II currently but it is worldwide for Blizzard games.
There is no differentiation between the same characters with the same names. You can have four barbs with the same name and you wouldn't be able to tell them apart on the selection screen aside from their armor, level, playtime, and the slot they're in.

Are these stats strictly base off of your gear and each level you gain? Yes, and stats due to leveling is automatic.
Strength gives bonus damage to barbarian and armor to everyone. Dex gives bonus damage to monk and DH and dodge to everyone Intel gives bonus damage to wizard and WD and magic resistance to everyone Vitality gives life to everyone

Strength per point - - +1% damage for Barbarians
- +1 armor
Dexterity per point - - +1% damage for Demon Hunter & Monk
- +.1% chance to dodge
Intelligence per point - - +1% damage for Witch Doctor & Wizard
- +.1 resist to all
Vitality per point- Every character of the same class will have identical base stats. The only stat customization is through gear plus gems.

Blizzard has already stated that level 10 for hardcore is a permanent change that will remain for retail.

The 2nd option you mentioned is probably the best.

It avoids issues with stupid people selecting this option when they shouldnt. Less troubles for Blizzard to deal with.

I'm thinking about finding a way to write a macro to switch skills quickly so as a sorc I can cast an armor spell/magic weapon then switch it to something more useful with minimum effort. Will this work or does the effect die as soon as I switch it out?
I don't see a need to fill up a slot with something I need to cast every few minutes. I have a razer blackwidow which has macro keys... is there a way to switch skills using only the keyboard?

I don't think any of the armor or shout skills are unlocked before level 13 so no one knows.

Just keep in mind swapping skills removes the Nephalem Valor buff, the system they've put in place to discourage the constant swapping of skills in a game.

If you change the skill you will also lose the armor/buff/aura. Plus a cooldown on the new skills. I dont think macros will be useful at all.
