You are correct. Everything will unlock (hopefully :p) the 15th.

For those who are already on the beta, is there a stat reset ? In diablo II, we couldnt reset the stats at all and in LOD, we could reset it once. I hope its more forgiving and that we can reset it whenever we want like WoW, maybe with an associate increasing cost ?

You can change skills out whenever you want, you just suffer a 5 second cooldown on that skill and you lose Nephalem buff if you have it. Also note that you can not change out a skill while it is on cooldown.

Traditionally it's been PST as Blizzard is based in the PST timezone.
However, Cataclysm servers went live at 9PM PST/12AM EST when it released.
So, essentially it's unknown until Blizzard specifies.

With Blizzard? No.
In the cases of TBC and WotLK servers went live at 12AM PST, forcing those out east to wait until 3AM EST. There was a lot of moaning about it so come Cataclysm they pushed the servers live at 12AM EST instead.

Hm no.
TBC, Wrath, and Starcraft 2 were all available at 12am EST. I didn't play Cataclysm.

I'm from Europe, currently in Australia, going back at the end of June. If I buy a copy of the game here on the day of release will I be able to register my copy on the EU server? I know that I'll be able to play on every server but I want to be sure to use the EU RMAH once I'm back. Is there any difference in the installers that people will find on the cd-rom in EU SEA and NA?

Off the top of my head I know Whirlwind has a rune that gives 1% hp per critical hit while using WW, and another rune that gives 1 rage to each monster hit. It could be the only ability but i'm not sure. Also yeah there are some runes that give a decent buff but if you saw what runes were capable before then you would feel my sentiments.

Diablo III shows up as "Global" under your battle.net account so there aren't any regional copies.

If your account is registered to your european adress I'm pretty sure you are bound to the EU RMAH.

If i play a char on the Inferno mode for an example and my Friend is only in the normal mode can i join a game with him? Or must i create a new char on normal to play with him the story?

Thanks! Everyone is able to jump to any region they want however your characters do not carry over between servers. If your account is registered to your european adress I'm pretty sure you are bound to the EU RMAH. I'm not sure that is right but both auction houses (artificial gold & real money) are bound to the server. You can not use the EU auction house for a character on the NA server. If you want to use the EU auction house then you must create a character on the EU server. Whether or not you actually have to live in the EU i'm am not certain but it is my belief that it does not matter. Maybe the RMAH is especially for people who live in that region, i'd actually like to find this out.

When you are creating or joining a game, you are able to choose which quest to start out at as well. Obviously you have to play through the quest the first time, you can't just skip ahead of content that you haven't experienced.

The person you quoted is correct. Where ever your account is tied to, that is where your RMAH will be located. So it is region locked based on the region your account is tied to. So let us say you bought the game from the US, but your account is tied to the EU. Than your RMAH will be tied to the EU and not US. The quote below is a quote from Bashiok (Diablo III NA Community Manager):
...Now what we will do is we will lock you down to a specific auction house. So for instance if you're a European national you'll have access to the European auction house, but you'll still be able to play in North America. You can participate in the gold auction house anywhere in the world, right, but you can only participate in the real money auction house in your native country.
