Yeah the number of expansions or even tiers off is somewhat irrelevant. I skipped for 6 months after being pretty much as stacked as you can get with NH gear and the game was jus tthorwing ilevel at me from all angles from WQ and M+

If you are running frothing you should always ensure you get to 100 rage before doing anything otherwise talent something else. In the final phase i.e execute you should ideally cap rage then execute/bloodthirst/execute/bloodthirst this will usually let you stay at 100 rage the entire time to maintain frothing.
4-5 seconds before battle cry comes off cooldown mash execute until youre at the lowest rage possible before battle cry and then bloodthirst and execute spam.
Most cases at 27-30% haste you will gain 1 more global during the battle cry window having not played in a while atleast since night hold its usually enough for a furious slash or whirlwind since most of the time raging blow/bloodthirst will be on cd. you can maybe clip an extra rampage but you most likely wont get crits unless its off the first 1-3 hits, though this varies with luck of course latency at that.

you need to execute bloodthirst execute, you can prolly slip raging blow in too but always make sure youre bouncing between 75? i think execute is 25 rage i havent played in a while and 100 at all times.
and yes like said above only rampage with crits, execute will far out damage anything else you could possibly use once you start building stacks. and just before battle cry comes off cooldown execute to as low of rage as possible before using it, then use it as soon as it comes off cd, then continue normal execute bloodthirst raging blow execute rotation.
most important part is unless absolutely needed do not ever lose your stacks of juggernaut

ilvl was completely inevitable though. I'd rather ilvl than gearscore.
even before ilvl people still looked where you got your gear from, and before that they cared how many purples you had vs your blues
People are always going to look for a shortcut because it really sucks to get started on a run, especially a M+ run, and find out someone is awful. ILvl and other metrics are bad filters, but they’re better than no filter at all.
The only real alternative is to ask for logs, and that’s a huge ask for most of the player base.

The other fury warrior in my raid just does execute->execute->rampage and way out-DPSed me in this phase. Is it only because of the Valarjar Berserkers? He didn't really bother maintaining 100 rage in this phase.

Even with 5 hits critting off rampage he will still only generate 30? rage. I don't contemplate how he is going from 100 -> 75 -> 50 then casting rampage when rampage is 85?(cant remember been a long time)
Juggling frothing with bloodthirst execute is how you should do it. Outside of Massacre procs(i.e the ring?) you should not be using rampage at all during the execute phase. 500k hit vs execute hitting for well over 1mil is a no brainer.

unless he isnt taking frothing berserker and is instead using massacre/carnage there is no reason not to juggle 100 rage constantly
According to the log, he has frothing talented, but does not maintain 100 rage in the execute phase. He has the massacre ring so all the rampage casts are free off crits. I think with Fury dual wield the crit chance is over 60%, so you pretty much always get a free rampage within 2 executes.
With the new T21 set, Fury warrior talents bloodbath instead of inner rage. This guide mentions the following:
Juggling Frothing Berserker during Execute Does not work with Bloodbath.

Correct. Juggling Frothing Berserker was the norm last tier because everyone was running Inner Rage and Ce-Ann Charger + Valarjar Berserkers. Without Massacre there's little value in spamming Execute since you'll just end up doing the same thing a juggler does, only at low rage and without proccing Frothing Berserker.
But Bloodbath+T21 uses Massacre via Soul of the Battlelord, so the only time you should be hitting buttons other than Execute and Rampage is when you absolutely have to.
middle of US raid time and some guys are abusing them for mythic raid progress while others are just along for the ride and performing far higher than they should because their stats are wrong
they also changed the planned system to give +4 bag slots for authenticators to only work if you also have SMS protect enabled as well, that's more troublesome and weakens overall account security.
I wonder how blizzard will handle this stuff, achievement and loot revert? fix the bugs and pretend that nothing happened?
Add to bugs above, BRH M+ unable to be done since it just keeps putting you back to keystone start whenever you run away from entrance.
And in Upper kara you can get the ship debuff that does like 600k damage per second without timing out at random flying to first ship. Every pull we had 2 people get this and its just unhealable to expect a healer to pull 1.2M hps on top of the already higher hps of a tyrannical boss.

I was running a daily heroic and it seems like they pot COS in the pool. The legion spy froze on the steps.. forever.

I think I'm starting to get the hang of the Fury spec. I still forget to cast rampage before BC, and I'm not syncing my potions with bloodlust phases (Is there a simple addon that alerts you when bloodlust is cast on the raid? Sometimes I fail to notice it for a few seconds).
I simmed over 1.8m dps on raidbots.com, but I haven't broken 1.5m on any of the bosses yet. Is the simmed DPS unrealistically high or do I still have problems with the rotation?
