What happened in the game?

When NaNiwa lost a game that he found suspicious, his friends told him that russian caster doesn't use a delay on his stream. NaNiwa raged that Happy was apparently listening to the stream and requested caster to leave the game. Messioso took his side and confirmed that there wasn't delay on the stream at all, so there was no russian caster for the deciding match of the best russian player.

Was the caster actually streaming without the delay?
+ Show Spoiler +
No, he wasn't. Actually admin either just believed 'NaNiwa's friends' or checked the stream that delay is less than on the other stream but didn't actually check out if there is any.
However, he acts like he checked out everything and found that there was absolutely no delay. Of cause, people just believe him, since he is an official person.

There is a clear proof that the delay was set to 2 minutes.

Here is the VOD of that qualification day, and HERE is the exact timing when caster showed the dashboard for the moment, so it's obvious that the delay is 2 min by book plus coding time that Twitch takes. For those who don't know how does the dashboard work, we made a screenshot in the dashboard of that channel to show what does that position mean in minutes.

Using desktop watch on the VOD we have found that actual delay was about 2,5 minutes. Ukrainen caster Alex007 allready posted this info here.
However, mr. Messioso keep on saying shit. The latest twit:
showcases, that Messioso doesn't even know how does the dashboard work. For those who don't know that aswell: you obviously can't move the slider and change the delay when the active stream session is going on. It can be only done while offline. So the this VOD timing is 100% proof that the stream was delayed since it was a single stream session.

What are you attempting to prove with this video exactly? You've shown you can move a slider.

But why was there 2 minutes delay and not 5?

Due to some reason people tend to refer to the WCS Player's Handbook, page 32, which says that
Somehow nobody takes into account that the section called 'Guidelines for non-official World Championship Series Shoutcasters and Streams'. While we are talking about Twitch.tv channel called nothing but WCS_RU, it's a pretty funny point. Official casters have their own instructions about the delay that is missing in handbook.
So 2 min was set becase Twitch.tv also takes time for recoding which is usually from 30 to 50 seconds. If it's even 2:30 min, it still isn't zero as Messioso says. And the problem is not that the streamer was kicked. The problem is that Messioso obliously didn't even check it out and made his decision blindly, otherwise he would be saying that the delay was, for example, 02:30, while he says it was zero.
The stream must be broadcast on a 5 minute delay.

Why is this even important?

Because it shows that administrator who makes the key decisions regarding WCS games is incompetent: he doesn't know how do the streams work, he prefers to believe 'famous' players instead of checking out facts himself, and, last not least, he prefers to cover his ass instead of admiting his mistakes even if it brokes other people' reputation.

The difference between a good administrator and a bad one is about five heartbeats. Good administrators make immediate choices. They usually can be made to work. A bad administrator, on the other hand, hesitates, diddles around, asks for committees, for research and reports. Eventually, he acts in ways which create serious problems. A bad administrator is more concerned with reports than with decisions. He wants the hard record which he can display as an excuse for his errors. Oh, they depend on verbal orders. They never lie about what they’ve done if their verbal orders cause problems, and they surround themselves with people able to act wisely on the basis of verbal orders. Often, the most important piece of information is that something has gone wrong. Bad administrators hide their mistakes until it’s too late to make corrections.
Conclusion
Until Messioso steps upon his pride and appologize, he doesn't seem to be legit person to work at WCS at all.
