Streamers are welcomed. No special permission, albeit the players, retain the right to have no streamers in a game if stream causes lag, or have a risk of dishonest game practice (stream-peep).
No region restriction, but subject to priority ping. Ping priority = Russia. If you will lag with a Russian D-ranker, he will be granted a walk over, albeit you may have an enormous skill advantage.
i think having regular defiler tours for smaller prize is more cool than big tour like this but who knows.maybe defiler tours are back with bigger prizepool .
Koreans are perfectly okay, if they get russian/european VPN somehow and will play without lags. Visually detectable lag on default settings = W.O. Other cases = subjective decision by Mr. fr)yoda.

Objective: a cross-check to the priority ping. If you will have slide-show on tr16 with Master admin (Yoda), and your opponent the same on tr8, you will clearly win. Otherwise, if you both have the same with the master admin on tr8 the decision may be very subjective (admin verdict).

Low lat tr16 and above seems to be pretty common in the ladder games, according to top euro players streams (such as Truta's, for example). So no one expects lag claims in tr16+ games from the mature professional community.

There will be a Russian stream. Unfortunately, I don't have information about English streams. No casters told me they are willing to stream.
After seeing the g2 of scan vs bonyth, i dislike how the “europe priority“ rule plays out.
So they play the whole game, scan wins and after that bony takes a w/o because of tr 10 (i think). His argument is, he lost a reaver early in an otherwise macro oriented game, that scan won quite clearly. I dunno that feels so wrong.
Just disqualify koreans outright if it plays out like that.
Cool tournament tho, love the cast yoda as always, but this rule is super weird imo.

Agreed, if you make a "no lag" tour then avoid these situations by default to take all problems away. No offence to Scan or Peruvians, I like u guys but playing with you is definitely pain in the ass. Almost took walkover vs terror too because unit response time was ~1 second which is absolutely terrible, but just figured he's nice guy so kept going.
I must say though, I didn't see whole game which bony/scan played, but I did see the start, and was laughing at the fact that he goes 1 base reaver on TR10 :D Had to start game after that, but that was funny Should have gone Carriers!!

i'd have a better one for you. wow a whole day of so many people spent on a fight for 1000$ split, when each could make 1000 a day by doing something else rather than bw.. ^^ me laughing cause if it was about money clever ppl wouldn't try make money with bw... thanks to brain for a tournament with bit of cash.
