Not sure what your second question even implies. What exactly do you want to do?

A map editor can absolutely do that, how do you think BW is able to read the maps? Map protections rely on exploiting differences between third-party map reading code and BW's map reading code. There tend to be quite a few differences, given that the format is pretty low-level and BW's sanity checks are kind of few and far between. Now, are there any map editors that actually achieve 100% compatibility with BW in map reading? I'm not aware of any. (But that isn't because it can't be done) As for 2, I'm fairly certain what you want isn't doable, given that BW tends to use hardcoded string lengths for most things (and these lengths tend to be fairly low). I'm not intimately familiar with the particular piece you're asking about, but almost everything in BW has hardcoded lengths so...

I think chkdraft is planned to implement some limited read-only functionality for at least some kinds of protected maps. However, it does not offer too much in terms of actual map editing functionality so far (at least not the official release, you may be able to build something more advanced yourself from the github source). As for strings, in general, it should be possible to freely edit any string in the SCMDraft string editor. I doubt that you will run into any absolute length limit before running into the practical limit of what BW is actually able to display in the limited width of the unit status screen.

Play a game on intended map. Save replay, extract map through the replay and then through SCMDraft. There will often be "holes" in the map but can be fixed often by just some handy work.
