As far as your problem, almost every torrent here is listed as having at least one or two peers on the tracker site. However, the seeding listed there is not 100% accurate, as many of the very old torrents (that are still listed with a few seeds) are in reality, unseeded. If it is a very old torrent (more than a week) and the seeding that is listed is very low (1-3) and it won't dl when you run it in utorrent, chances are there simply aren't any seeds and the tracker site is mistaken. Now remember, that may mean many things: There aren't that many seeds, you can't connect to any of the remaining seeds, etc.

All you can do in this situation is emplore people to reseed and see if you get lucky. Torrents are excellent for sharing VODs, but you need to get them while they're hot, so to speak, or the seeding goes to nothing and you'll probably never have a shot at them again.
