If you type ping into the console you can see the ping of all the players in a game, I have noticed in the past that I was matched with 4 players who had 280+ ms ping while the other team had nobody over 120ms. As the only player on my team with a 70ms ping how am I supposed to win? Conversely I have been in games where every single player has 300ms pings except for me and I get ultra kills with relative ease on snowball heroes like qop simply because my opponents can't react to anything fast enough. I can understand Russian players playing on EU East/West, but US West? How does that make any sense? How can you say I have no right to be upset at a player base who routinely joins games only to pause repeatedly while they re-connect to game (as if that eliminates the Pacific/Atlantic ocean barriers between us) only to just quit 5 minutes later.
I find it to be selfish to not feel bad about mindlessly wasting 9 other people's time who just want to play a fun game. In my mind it is no different than joining a game and feeding on purpose, except that this is born out of willful ignorance as opposed to malice. Sure maybe the community's response to these player groups maybe racist at times, but I think it is too easy to play the race card here and ignore the underlying and more pragmatic issue at hand. From what I understand the latency to the South American servers is absolute crap, whether that is the fault of their local ISPs or Valve's server configurations I don't know. But until this problem is solved the community will continue to suffer as a whole because people will continue to keep playing an unplayable game because they love Dota so much.
