Like everyone has said, the prices of accounts has gone down a lot because its easier to get the top-end gear nowadays, with so many PUGs and guilds going nowadays. That said, if you have 8 level 85s, there is one hope of getting a decent amount, because there is one side of the market where its more the fact that they're 85 than anything that helps the prices, ad its a bit that a lot of WoW players detest
Gold farming bots
Gold farming companies buy these sort of accounts just because it means they don't have to do the levelling themselves, and they can split up the characters to even it out more. Then they would just use them for farming a lot. Yes the bot community has gone down a fair bit recently, but it still exists, and people still pay for accounts so they can bot.
Give it a try, you won't lose too much time over it (like putting something on eBay.) Yes the account could well be banned, but its either losing the account, with a god chance of getting some return, or spending even more money on it while you continue to play.

I used to deal with WoW trades /sales. Your friend would be better off splitting his characters to separate accounts (if theyre all well geared). Most people will not pay more for alts on an account, theyre usually only looking for a specific class.
In this market your friend would be lucky to get $500 for his account with all of the alts on it. If he split them up, depending on gear you could be looking at $100-300 each.

is there actually 700 legendary items now? also, is the Commander rank still unique to vanilla players? that could be worth something

I remember reading about this one guy who made some insane amount of money per annum being the middle man in the account selling business. So there's defintely profit in buying and selling accounts

My brother sold his account for $400, he was super secretive about selling it, but he did ask me a month prior for my main character (he was really decked out in gear and vanity items AND gold cap) :| I was so heart broken because I put so much effort into him and I wasn't even aware that he was going to be gone. I have a CE version of SC2, so I wasn't willing to sell my character (Though I could've bought a new game and sell the character?) It's still not worth that much though as a seller, but I don't understand how people can spend so much on an account.
My brother had almost full BiS, he was 6/7H Firelands (and his gleader loved him so they fed him gear), but he needed the money fast so he sold it for kind of cheap. I did manage to snag a whopping $50 because of my character from my brother though. ^^;
As for websites where it's common ground, you could probably find a local trading website, where you post an ad and people reply to you through e-mail, I'd recommend being sneaky and not using your battle.net account's e-mail, for obvious reasons. (I'd recommend doing it locally, just because it's easier and "safer" to do it in a public area, rather than online to prevent scamming)

I've basically paid for my subscription and box fee's over the years by selling accounts. You used to be able to buy the game + expansions, a few months time, then max out a character, play it for a while and sell the account for some profit + enough money to do it all over again.
It's gone down hill a lot in the last couple years mainly because characters are much easier to level and much easier to deck out in raid gear now. If you ask me the only accounts that really go for good prices these days are ones with stuff like atiesh, scarab lord, high warlord, etc. things that aren't in the game anymore. But accounts with lots of characters like your friends can certainly still do okay. I haven't kept up on prices recently but the site below will give your friend an idea of what the market is like currently.

That's a legit place to sell an account, the whole process is shady for sure (it is against Blizzard's ToS) but as long as your friend doesn't throw out his CD keys or something after he sells the account he can always get it back. You're actually more likely to get scammed buying an account than selling one because the seller and original owner can always phone up Blizz and claim their account was stolen. These transactions are always honour based because of this. So if you're a seller then you can always get your account back if someone recalls their payment or something.
