It just depends on what you really want to do. Writing the things you posted from scratch makes no sense if you ask me. There are enough CMS with countless of modules out there that would do the job just fine.
As a Screendesigner myself I never touch PHP & co. We have 3 designers with more than 10 Developers. Our PHP coders aren't even on the same floor, that's how separated these fields are.
Yes you could study like a madman writing your own forum, but why? Just go check the internet, download, install (all in all 10minutes max) and then do some modifications from there.

Best way to learn is through just experimenting with code. I'm self-taught, never bought any web design or web development books, never took classes or went to college for either, and have zero prior professional working experience. Today, as of 5 months ago, I am now employed by Trion (trionworlds.com) as a full-time web developer and completely loving the job -- at the age of 23 while my colleagues are all 30-40 on average. So if you keep your mind to it and don't give up I'm sure you will become good at web design and hopefully successful in whatever endeavor you're after.
