Woot.com often has them, usually over at sellout.woot as a side deal. People will post good deals they find and monitors are often one of them. I got my 20" refurbished 'debranded' (the back says HP) for $105 shipped. You can get 22" or so for about $140, usually refurbished, but mine works perfectly, that's the general experience from what I gather.
I can't live without my second monitor, I run it on my laptop (15.4") and it makes everything so much easier. I can watch streams while browsing in the other window and pull up a few documents when I work on school work.
I'm not too good with hardware, but don't spend the money just to spend it. Get the most efficient machine now, then you'll have extra money down the road for a new comp in 2-3 years. Also, loans and paying back over time will add up.
