The way the bet was formulated i would say yes - i made the bet and it was basically that City would improve or keep to the same level and Liverpool would struggle to.
The way I understood it sharkies main point was that Liverpool doesn't regress (much) more than city does, so I'd argue they both lose if both drop much below below 95.

I added links to MLS into the op, but its not like we actually update it throughout the season or anything. A few people have regularily talked about MLS in here/the old threads, most notably probably StealthBlue. All leagues are welcome for discussion, even the funny amateur leagues theneweras teams are trying to get relegated to.
Again, if he wants to leave PSG, which nobody has asked the club about that, who would want to sign such an arrogant diva? Hell when he first arrived he threw a temper tantrum and refused to practice because he wasn't allowed to have his own personal "Neymar" luggage, whatever that means, rather than luggage with PSG on it.

As a PSG follower, I'd say it's in their interest to get rid of him. His image has been damaged so much the last couple of years and nobody knows if he'll completely recover from his injuries. As a Barça fan, I'm scared. If they sign him, it's like dropping their pants and bending over x) And they'd have to sell Dembélé, Coutinho, AND Griezmann. If they keep Griezmann on top of it, I just don't know what to say anymore haha
