My initial guess is that it could be a thing with some junior league setups with different pitch dimensions and they're trying to have as unified of a ruleset as possible.

I don't think they are going to buy Neymar. They have not contacted the player and they don't need to reinforce that position. It is Neymar who is constatly offering to the team because he wants to leave PSG.
The money PSG is asking for Neymar makes it seem like they either want to keep him while avoiding a direct shut down of the transfer request or they're sensing some kind of desperation from the very few clubs that could actually afford the transfer.

This actually got me thinking that a ban on shirt sponsors would actually solve a lot of things. - Club shirts would look way cooler; - Would reduce the distance between tier 1 clubs and the rest; - Since it would apply to all clubs, the overall effect is a reduction in revenue and an increase of competitiveness but it would be generally seen as 'fair' as it would apply to everyone. - It would make life harder for shady sponsorship deals like Gazprom with Zenit and Emirates with PSG.
