I'd probably take RG3 for the future of my team. RG3 still has the opportunity to be a good pocket passer and if he gets seriously injured again, your team is able to move on sooner.
Cam is more resistant to injuries, but his running ability is going to degrade over time and I'm not sure he's even a top 25 pocket passer. Cam has star power and will occasionally win games by himself, which makes him ridiculously hard to dispense of for a GM, but I've seen very little development as a passer over his career. He'll have 4 super exciting games per year and hamstring the team/defense the rest of the time.
If I'm only seeking the highest quantity of wins this year or next, I take Cam because I don't expect RG3 to hold up. But I would not want to be locked in with Cam for the long term.
Cam, simply because of health. He's built to withstand runs. RG3 is more like Vick. Even in an ideal system, I'm not sure how much RG3 is physically/mentally healed from his knee blowing up. I also think Cam has proven more, and done more.
I'm sure a lot since he and Morris killed it that year. I thought he was a good passer beyond that, but that kind of run game is going to make your play action look wonderful
RG3 such a little bitch. Was literally not touched at all when he slid on a run and a Viking tried to hit him and he jumps up bitching for a penalty (and he gets it). The call led to a 1st down and a touchdown on the next play.
