It's seriously not even a big deal to include LAN support (it's the norm!), so I cannot see the reasoning here.
If everyone in the household is able to connect to Battle.net then they will be able to play with each other at LAN speeds, even if their internet connection is extremely poor.
If you disconnect from the internet during the game, you will not disconnect from the game. This is because the information will be sent over LAN and not over the internet.
If all users in the household cannot connect to the internet at the same time, then you will need to invest in a cheap $30 router.
