It's not really called for (although some tweeking could be required), it makes the system work that "tl level design gameplay" is hard. What would updating it do anyway...? New people would still not be reading it

The problem with your initiative is that these rules actually are codified. They're known as The Ten Commandments and the Strategy Forum Guidelines. For the rules that aren't codified, one can infer proper and improper activity from the Automated Ban List.
So you see, your proposed thread isn't really necessary, because the guidelines are already in place for people to determine posting etiquette. Those who don't follow them are warned or banned. The onus is on the user to figure out what is permitted and what is not; those who wish to remain a part of TeamLiquid will do this, and the rest will be removed from the community due to their inability to read and follow the rules. In fact, this is why I don't think your proposal would even be useful, because that "the rest" category generally won't be swayed by the addition of another thread telling them how to behave.
If one were to compile every ban from the ABL, I hold no doubt that the vast majority of those listed there were either too ignorant and lazy to read the rules to realize that TL.net holds higher standards than the rest of the Internet (i.e., they assumed that they could get away with posting the same shit here that is permitted on other, inferior sites), or knew the rules and disregarded them anyway. Another topic might keep two or three names off the ABL in the future, but in my candid opinion, your initiative is a waste of time.
Don't get me wrong, I think your thoughtfulness and intent are admirable, and you clearly care about the integrity of our website, but I don't see this working. Rather, the time one would put into this assignment isn't worth the minimal payoff. And just so we're clear, this isn't a critique of your idealism, but rather assessing the potential rewards. I simply feel that your time would be better spent on some other idea. Fortunately, the sort of conviction towards TL that you're expressing is precisely the sort of quality that gets a 280-post Probe to a 20k-post respected veteran of the site. I applaud your enthusiasm.

@ Aeres, thank you for your feedback, really appreciated.  And maybe you're right, maybe we should seperate the proverbial men from the boys by seeing who is intelligent enough to read between the lines of the rules here on teamliquid. Knowing who can understand and comprehend the rules might be a good way to determine who can Abide by them.

I was listening to the SotG from PAX and WHEAT said to ask chill about lurkers in Starcraft 2, so I'm asking....
Chill, do you think they should add lurkers to zerg in starcraft 2 and why or why not?
