There is a TLPD Feedback Thread and an awesome PM system on TL.net - we are determined for that database to be the best that it can be and provide everyone with a concise set of resources to get to know their favourite player/map/league etc..

Tl.net No no's, the unwritten rules.
It would define the smaller things like not posting image macros in the place of your own writing, (as I recently learned) not having your entire post count be one liners and contributing to the strategy forum in a professional manner, as opposed to just saying "attack before [x] Bro". I think, considering how many people get banned/temped by not following unwritten rules, that this would be a good idea.
Or should I wait until I have a higher post count and therefore more weight behind my id / have a mod or higher post count user do this?

Don't wait for post count to do anything that will be meaningful and contributory.. If you have an idea put a lot of effort into the post and then PM a mod with a sample to see if they feel it is appropriate (or do this before the ton of effort is put in) .. A mod can also make sure it goes in the right section -- General, or Blog or anything.. The accessibility of moderators in this community is one of the greatest things - don't underestimate how a simple PM can save you a lot of time 
I just wouldn't want you to feel like you cannot contribute simply because you have less posts than someone else..
