With the Gyro item build, one thing is that Aghas is a waste of money on him in the vast majority of games. The situations where rapier is the correct choice are more common than ones for aghas. Dominator/Satanic should be added to situational. Butterfly is good too.

RE: Pugna
Pugna is also very effective at stalling enemy pushes, and is very potent against heroes that rely on wave-clearing abilities.
Pugna as a solo mid: This is something that I feel shouldn't be overlooked. He is very strong in mid, especially with a fast bottle. His blast provides great harassment as well as wave clear for when you want to push the lane. This allows you to get a better chance at grabbing a rune. Pugna is very capable of getting kills with haste and invis.
What to do with mid farm/exp: Pugna can lead pushes with maxed ward and blast, and a fast Mek from the easy mid farm. Hide your ward in the fog of war somewhere, and begin your siege* on enemy towers with your blast (it affects enemy towers directly), and your team at your back.
Items: Phase Boots are great on Pugna because they allow for very easy counter initiation, and obviously provide you with more right click damage. Preferential, but I prefer them over Mana Treads in most situations. If you are mid and the game goes beyond just your Mek, feel free to start on a variety of disabling items: Hex (incredibly expensive), Eul's, Atos.
*I played Pugna solo mid in a competitive game where our captain drafted a very competent pushing line-up. Pugna mid + Lone Druid safe lane = dead towers when you get your Mek, and your Bear has Maelstrom or something along those lines. We ran Radiance at the time because our Druid could farm it up safely and quickly.

I put Pugna as lane due to better heroes being able to play mid in addition to how well he works with other heroes in the lane.

It's "acceptable" in that it's worse but yeah I guess you can leave the gyro build the same. The build just doesn't match the strengths of the hero or the way he is being played, you lose TONS of lane control and harassment by not having Flak early and lose your ability to turn around ganks in order to gain very slight buffs to your zoning skill which is considered gyro's weakest skill anyway.

Running through the ones you want to still be looked at:
Jakiro: One level of Liquid Fire at level 4 is pretty standard for the attack speed reduction. Pugna: Looks okay, sometimes people take more ward early but it looks fine. Lion: Needs Force Staff moved to situational and Blink into core. Going hexless until impale and mana drain is maxed is pretty common nowadays, you need more than one level of mana drain before level 8 and hex is really mana intensive anyways. Slark: Looks okay I don't play the hero but Drums/Skadi is what I usually see so it's fine. Kunkka: Looks okay Tusk: Battlefury should be situational. It's really insane on Tusk if you can get it before like 18 minutes. Timbersaw: looks fine. Treant: Ring of Basilus is core and Vladimir's is situational (make a note on getting it if you have melee carries) Alchemist: Phase Boots are situational. Lothar's is situational for stunning/ganking alchemist. Ring of Basilus is core, he really needs the armor. Huskar: Needs drums in situational, I would argue Halberd is extension but Halberd is like one of my favorite items in the game. Windrunner: Starting items should be tango salve 2xclarity 2xbranch Witch Doctor: Starting items should be courier tango salve clarity branches Batrider: About as cookie cutter as you can get, looks fine. Gyrocopter: Gyro still needs his skill build fixed. Leave homing at 1 level and level barrage + flak, you want 1 point in each skill at level 3. Remove Aghanim's from his item build Lone Druid: Vlad's is pretty good after you finish your AC+damage item so add it to situational and make a note to get it late. Spectre: If you aren't going to build anything with the RoH you can alternatively build Tranquils into core, which is more common nowadays that Vang isn't picked up as much. I still buy RoH though because I like it. Naga Siren: Needs a quelling. Medusa: Looks fine.

I heartily agree with removing Aghanim's from Gyrocopter's build. That item is situational AT BEST, and probably not worth it when you could get other +dmg items and join in team fights and destroy everything with flak cannon.

Just kidding - but more seriously you should add HoD / Satanic to the Situational items on him, and maybe consider having manta style on situational as well (as it can be situational whether you get manta or you get an EB. Having it as core usually suggests that you should always get manta before you get an EB).
Edit: it might be worth having 1-2 sentences talking about why EB is good on morph - "When putting a lot of points into Agility, using EB and following it up with adaptive strike on the ghosted target will amplify the damage which is mostly based on Agility. This will allow you to do massive damage, sometimes one-shot-killing some of the squishier supports on the other team." or something to that extent.
