I installed a GTX 760 graphics card and a 750W PSU. Now when I start up the computer it stays on the blue HP screen that says press the ESC key for Startup menu. If i press esc/an F key fast enough it takes me to a black screen that lists Processor Type: Processor Speed: L1/L2/L3 Cache size: etc.. This screen has the same press ESC message and says startup menu in the lower right corner although pressing esc does nothing. After awhile of being on the computer starts beeping every 15 seconds or so for awhile until it does 1 beep followed by 2 rapid beeps and then the screen goes completely dark. I've tried un-attaching the HDD and switching my RAM sticks. I did try to use the stock 450w PSU to run the card at first because I wanted to see if it fixed the problem I was having with the stock card (no image monitor at startup) which is why I bought the card in the first place. I assumed because it wouldn't be stressing anything to simply turn it on I could use the inadequate PSU for a quick test. Would this have damaged the PCI-E slot on the board/would that be causing this problem?
Also when I tried to boot up without a monitor attached I got 6 beeps.
The board is an IPISB - CH2 and the computer is a HP Pavilion HPE h8-1121

Uhm I'm not a computer pro here but I have encountered a similar problem with an HP computer. For me it was a problem between legacy and UEFI boot. I think you want to switch your boot to Legacy boot. I don't exactly remember how to change it but you can try google it.

Trying to clear CMOS now.
And yeah I tried booting with 1 stick at a time also. It's recognizing all the RAM.

Clearing the CMOS didn't work.
I'm pretty sure you need to get to the bios to switch how it boots and it wont even let me do that

Did you plug the two power connectors on the top of the graphics card?

yep. If it's not plugged in the screen just stays black

Remove the graphicscard altogether, clear CMOS and boot with a Monitor connected to the Motherboard directly. (I guess it will tell the system to use the Intel GPU )
HP homepage says: "Integrated video is not available if a graphics card is installed."
So first try to use your intel GPU.
I hope your system will boot with either PSU now.

It booted up fine just connecting the monitor to the motherboard but when I still have the same problem when I try to use the graphics card
