I'm having problems as well... basically what happens is I kick on my stream and my quality goes as low as 15FPS even though I'm set to stream at 30 FPS. Remarkably this only consumes 20-30% of my processing power as a whole. That's what has me so baffled.

tried out with 720p @ 60fps instead, overall the quality is ofcause degraded, but seems like the pixelation is allmost non existing now

Windows aero is the fancy UI you get with windows vista and windows 7. The one that makes the taskbar and the UI all translucent and shiny. It's a huge resource hog that should be turned off.

OBS has the option to automatically turn off windows aero whenever you start streaming. Look in the settings.

Could somebody tell me what I could probably stream at with my PC and my connection?
I don't know too much about the Bitrate stuff. The only thing I can make out of the table is that with my processor and my connection I should be able to stream @1080,30fps,low but I can't make sense of the other tables and I'm not entirely sure what low refers to and what consequences it has. I should also mention that I don't want to use settings that would cap either my computer or my connection entirely because I guess that would also mean that there would be lags or performance problems every once in a while and I care a lot about fluent gameplay and I wouldn't want to provide a stream that would inevitably lag at some point, except of course if there is no way to avoid that.

My setup:
i2500k 3,3ghz (probably will overclock it a little soon but not too high)
HD6950 2Gb slightly overclocked (can't think of the exact numbers right now, I'm on my laptop atm)
16Gb RAM at 1600Mhz
No streaming card
64Bit Win7 on a SSD but Starcraft 2 on HDD

I have a maximum of 100Mbit/s downstream and a maximum of 5Mbit/s upstream (to many countries probably weird numbers but that's how it mostly is in Germany).

I usually play Starcraft 2 on almost all low settings, just textures on max, death animations on and physics at medium or something.

^ without overclock then i wouldnt go for the 1080p @ 30 fps.
aim for 720p @ 60 with bit 3500/3500 this should give you a nice smooth stream without hogging your ingame performance too much ..

if you wanna try to do the 1080 just keep the bit settings and try that, set quality to 10.

^ Yeah, I think a built-in scene switcher for OBS would be amazing. I don't really know how the SC2 scene switcher works, so forgive me if my ideas are way off.

Maybe you can have the user point to whatever file or registry key is used to determine when the game is the active window? Or maybe use game capture in some way to point to the .exe and identify when it is no longer the active window?

There's got to be a way to use the framework for SC2 scene switcher but have it adapt to any game!

I noticed that if you set your monitor/game capture frame rate to 60 and webcam set to 30 fps, the video from the webcam starts to lag behind. Is there any way to fix this?

Yes, run your game in a 16 : 9 resolution. It's either you or the viewers who will have to deal with some form of black bars.

Steam hardware survey shows something like 30% users using 1920x1080 monitors, and 16 : 9 is a vast vast majority.

TLS is a brood war tournament, a 15 year old game that only plays at 640x480 (4:3)
