I have a desktop computer that is connected to my router via a ethernet cable that is consistently slower than all of the other computers on the network. Is there some setting on my computer that would have limited its download speed? One strange thing to note is that regardless of the computer my upload speed is always near 3.0 mbps
When I plug in my laptop or any other computer to the router with no other connections and it clocks consistently over 3mbps ( I pay for 3mbps) While on my desktop its always below 1mbps. I have tried using different cables and even different routers and the results are all the same.
Things I have tried - Restarting my router - Using different ethernet cords - Updating the firmware of my network card
Any tips and advice would be greatly appreciated as It is tough to play or even watch sc2 without the streams lagging.

You should post the specs of the desktop computer you're referring to. CPU, Mobo, HD, Network Card/Adpater that may be as part of the mobo, or separate.

No prob with your PC, probably you have a firewall throttling down your ports or you have accidentally limited the connection in the options in the router settings.
