ATI Radeon HD 6870 1.07% +0.03% i also see that people are using it so it must be fine, do i just not have the most updated drivers? here is my system information from steam..

actually my bad people are using that card on steam fine not on sc2.. those stats

Isn't it pretty obvious you don't have the most recent drivers if they've last been updated over a year ago? Really, this isn't something you need to check with us..

I'm looking for some help with a build, its more or less a complete build except I have an EVGA Superclocked GTX460 which im hoping not to replace right now. I was also planning to carry over my dual cd drives and bluetooth/card reader to my new build & maybe PSU. I'd like USB3 (unless it makes a big £$ difference), although i dont think my stuff is compatible at the moment its something I would envisage having in the not too distant future.
My use - I mostly use the PC for gaming, currently BF3, SC2 and Skyrim. I do however to a fair bit of photoshop/illustrator work and am looking quite seriously at getting in to video editing.
No real budget I was thinking of really looking at the top end parts before the giant price jump issue in terms of processor. I'm not looking to be extravagant but I want a good machine. My history is that I tend to upgrade about every 3 - 4 years. I've had my current machine about 3 ish years and i've had to replace the gfx card because my last one died about a year ago. I got a new psu at the time too, I cant remember what it was I'll update when i get home but I may well have to change that for a new build.
I'll check what resolution im running when I get home but I do run a dual flat monitor set up with one 22"(i think) widescreen and an old probably 19" non widescreen.
Im not desperate to build right now as its just about coping with what i want but whenever I run BF3 it struggles a little (in game mostly fine), sometimes crashing other open programs.
In terms of over clocking it really depends on whether I need to. I wouldnt PLAN on over clocking initially unless recommended to. It would more be a case of OCing if i find i need to or come to the end of my update cycle and it seems like the best option. SLI is the same really. I would go SLI if it was recommended as the best option.
I dont need an OS.
I live in the UK, previously i've mostly bought from novatech as they are generally pretty good on price and they are a reliable company. I dont mind buying from other places as long as they are either well known or come highly well reviewed/recommended.
At the moment I use a monitor switching box to switch my main monitor between PC and PS3 but its on the fritz so I would also appreciate any recommendations on this front if anyone has any.

I'm not sure what price jump on processors you are referring to. Intel has had a monopoly on the high-end segment for years now... People that are buying $550 and $1000 processors don't really care if it's $50 or $100 more.
You're looking at a K suffix processor which is is intended to be overclocked and a non-K suffix processor which can't be overclocked.
I suggest getting a 2600k and overclocking. Nearly every overclockable motherboard (P67 and Z68) has USB3. ASUS boards have built-in Bluetooth.
Battleifled 3 is a GPU intensive game so if you struggle now with a GTX 460, you are going to continue to struggle by re-using the GTX 460 in a new configuration just fyi (unless your processor is like an ancient Pentium 4). 22" will be 1920x1080, if it's old / shit than it'll be 1680x1050. I wouldn't buy a new GPU right now if you have a GTX 460, I'd suggest waiting for Kepler to be released in April. If you're in no hurry to build a configuration right now, you might as well just wait until April to build the entire configuration with Ivybridge and Kepler.
Provided that you did research before you purchased the power supply or just overpaid for an overkill branded unit, you will be able to re-use it.

If they're SATA than they can be re-used. If they're IDE (fat ribbons) than you can still re-use them on specific motherboards but it's best to replace them.
A good price for an optical drive is the lowest price.

Could I get some feedback on this build? For shipping reasons it's easier for me to order everything from NCIX, so all the parts below are from them. I posted a rough build to get an estimate on pricing a couple of weeks back, but since I'm ready to order now I tried working around what's on sale at the moment.
I'm hoping to run SC2 + possibly stream, D3, DOTA 2, etc. In general mostly CPU-heavy applications, but I'd like to get a decent GPU as well just in case.

A couple of other things...
If I want to SLI in the future, is the 550W PSU I have listed sufficient? Also, any suggestions for a decent monitor around the $200 price range?

That's not $1163.28 including tax... Multiple items in your list involves a mail in rebate (memory, GPU, PSU, Motherboard). These are not included in your checkout total, these are called mail in rebates for a reason - they have to be mailed to the company so they can process it and send you back your money. Your list is close to $1300 with 13% tax.
OCZ ZS 550w would be on the edge for doing SLI with your configuration. If you are interested in SLI, it's in your best interest to get a 650w unit.
The Dell Ultrasharp U2312HM should be your only choice at $200. Getting anything else is just stupid.
The list you have there is pretty bad in terms of pricing.

The U2312HM might be borderline above my budget, especially considering it's now $300 on Dell's site and the prices on other sites seem to be around that figure. Is there anything else you'd recommend in the sub-$200 range?

There is nothing comparable to a Dell Ultrasharp at the $200 price point.

The panels used are often the same or very similar, but that's not everything. The Ultrasharps just tend to be safe choices because of the warranty support and stand adjustments; performance isn't necessarily magically better than the competition and depends on the model. U2312HM and U2212HM have significantly different characteristics, for example. U2212HM has higher contrast ratio (better), higher input lag (worse), and lower minimum brightness setting (better; U2312HM actually may be a tad bright).

If you're sensitive to motion blurring, the cheap LG IPS monitors don't have overdrive and are relatively slow to respond in terms of color transitions (pixel responsiveness), so they're unsuitable.
edit: or do they have response time compensation / overdrive? Regardless, the point still stands that despite the quoted 5ms GTG, in fact they're quite slower than some others that are quoted at 8ms GTG or something else.

Thanks for all the info. I think I'm sold on the U2212HM at the moment, since I can probably get a discount on it as well. The U2312HM might be pushing it as well considering my desk size.
