Both seem like poor choices.
An HD 6450 is not going to be happy running medium.
A 2GB DDR3 HD 6570 shouldn't even exist, but it's not like it's any worse than a 1GB DDR3 HD 6570 except for costing somebody more. It's slow enough that most people would consider it just a last-generation media card and not even really a gaming card, but it's a lot faster than the 6450.
An FX-8150 is not going to be happy running SC2, with or without streaming, though things could be worse.

The intel one. FX is a failure for everything except servers and sc2 is not graphically bound. Also you don't need 2GB of VRAM unless you have some crazy high resolution (>2560x1800?).
For me and anybody that regularly gives advice, intel is the ONLY choice for gaming (barring the fx4100 which happens to be the only value fx chip there is).

Why are you getting either of those? Good luck streaming sc2 on mid with that. The only thing i'd keep out of either of those builds is the intel cpu and now there's ivybridge shit out that's better.

tossboy: why don't you just order your own parts from a website like hardwareversand.de and build your own computer? It'll probably be cheaper and you can get exactly what you need.

@vic.nqq: hard to give specific advice without a parts/price list from the vendor you're buying from. they usually have those posted online somewhere. Your plan so far looks pretty good though.

@tossboy you'd probably want to put together some sort of configuration using their configurator that includes a 6770 for video card, the gigabyte z77-d3h (the $119 one), and one of the i7-3770k, i5-3570k, or i5-2500k, depending on budget (in order of preference).
That should give you a very solid base for streaming. Might be above your budget though.

Poor choices. P8Z77-V LX is overpriced. You're much better off with Asrock or MSI.
2133MHz memory is a waste of money. Just get $40 1333MHz / 1600MHz cas9 memory.
You're also missing an aftermarket heatsink for overclocking.

There are some questions I have about this build: 1) Assuming that later I want to add 8 more gigs of RAM, a Sound Card, and another 560Ti video card, as well as overclocking capability, do you guys think that the power supply is strong enough to deal with all of this? Or should I go higher?
2) I don't need a hard drive because I already have a 120 GB Solid State Drive in my possession, and I only plan on using this PC build to do gaming / streaming while I use my laptop to take care of all my personal BS.
3) What operating system out of all the windows 7 series, would be the best to go with for gaming?
4) If you want to edit the build that I posted here, please do not change the fundamental parts that I posted here, unless it's maybe the power supply.

1. Short answer; yes, the power supply is way more than enough. probably about 3 times more power than you'll actually need. I suggest grabbing a much lower wattage power supply (Something like a 380D, a 400c, 520c), any of those commonly used well-built power supplies for much cheaper.
I also don't think you'll need to add 8GB more RAM unless you're doing something like CAD work.
You will already have overclockability with this build. you don't need to 'add' it.
You probably won't notice the difference a sound card makes unless you're an audiophile, have good a good headset (Not gaming headsets), or enjoy placebo effect (especially if you won't be listening to music off your 120GB SSD).
A Hyper 212+/evo will outperform or match an H60. Don't bother with closed loop water unless you want really bad returns per $$, unless you want it just for the novelty of it.
edit: it's generally not a good idea to SLI/Xfire mid tier cards. Keep in mind you need to play games in true fullscreen for the 2nd card to be put to use. Just wait a little while for the 660, or spring for a 670, you have the budget to do so it looks like. Maybe the 670 will go a little over.

Running 2 560Tis is not very appealing though. You may want to consider using the savings from that power supply change to get a much better 7870, which will also handle a second card better than the 560ti in the future. With the $100 savings from the PSU, that can easily fit in your budget.

@MisterFred, @Nabutso Is the liquid cooler a good idea or a bad idea? Just a straight answer, please. Personally, I don't know a damn thing about liquid cooling, so what I need to know is just, "Do I need to change the water out on this system every now and then?"
Alternatively, you guys could suggest to me an aftermarket cooling fan for the CPU. Whatever you think is better.
as for the video card, I basically need something that can handle 200/200 armies being streamed at 1600x900 resolution through xsplit. Do you think the 7870 will cut it?

Um a 6850 will easily handle it, and they're about $120. Streaming places zero (as in absolutely none at all) extra load on your gpu, it's all done by the cpu. If you're only playing Starcraft 2, and not games that actually require a decent graphics card, there is not reason to get anything above even a single 560ti, it will never even come under full load.
Also, paying $70 for 8 gb of ram is well, a little odd to say the least, when 1333 can be had for $40, although it MAY make a small difference for streaming, I'm not entirely sure.
Both MisterFred and Nabutso were saying that closed loop coolers are shit. There's no point installing water cooling for a cpu alone, it's extremely cost inefficient relative to cooling performance (read: more cooling with a similarly price air cooler), water cooling really only starts to become good if you bother attaching gpus and such to a custom made loop, preferably with a phase-change cooler, which is going to take a lot of effort and money. In short, get a 212+/EVO, it's equal or better, half the cost, and you don't get a stupid radiator block to deal with.

You can 'cut it' with a 5770 honestly.
Closed loop (a liquid cooling system you aren't building yourself, basically) is not worth it. You wouldn't need to change the water though.
My suggestion is a Hyper 212+ or Hyper 212 Evo. The evo has a better fan.
Then again, if it was up to me, I'd also suggest a 2500k for the slightly better OC ability and better temps.
